Served as Task Force Commander for the 2015 July 4th Celebration in DC and the Papal visit in DC, which was designated as a National Special Security Event (NSSE). Developed and refined future plans and standard operating procedures for the DC National Guard coordinating with supporting federal and local agencies. Operations Manager / Deputy Program Manager for a defense contractor; managed the Energy to the Edge (E2E) program for the Army valued at $24,000,000. Provided consultation related to the capability development, assessment, implementation, and analysis of emerging technologies designed to improve Soldier performance and save the Army money related to fuel costs. Units experienced more than 20% reduction in fuel usage from our efforts. Implemented a digital data collection program that resulted in the rapid prototyping and optimization of more than 10 technologies that were tested for use by the Army. Managed the deployment of eight energy advisors and trainers worldwide to include Afghanistan, Iraq, Kuwait, Horn of Africa, Europe, and Central America. Worked in tandem with Army program managers and Army units to identify and bridge gaps in current technologies. Produced Scientific Technical Information papers that were uploaded to the Defense Technical Information Center. These papers are available for all personnel in the DoD and intended to influence executive level decisions on the use of fuel saving technologies. Championed the hiring process for specialized positions that included electrical engineers, data collection specialists, requirements analysts, and certified electricians. Drafted and edited contractual responses to Requests for Information and Requests for Proposal. Participated in weekly teleconferences with prime and sub contractors to answer data calls and ensure proposal compliance.

Fort Polk, La

Managed over 180 Soldiers responsible for training joint security forces combat advisors as part of the Army’s only advisor training program. Developed and planned an 8-week training model designed to prepare joint forces for combat operations in austere environments throughout the world. Training resulted in more than 400 deployable advisors prepared to support operations in Afghanistan. Managed training resources to include ranges, training sites, and language interpreters. Supervised 35 teams of trainers, coaches, and mentors responsible for preparing Afghan security advisors. Prepared and collected after action reports for each of the 35 teams following the three-week intense emersion training at the Joint Readiness Training Center. Authored an article on training Afghan Border Police that was published in a “Center for Army Lessons Learned” newsletter. This newsletter was posted on the Combined Arms Center digital library for reference.

Daegu, Korea

Planned and exercised strategic evacuation operations of US civilians located on the Korean peninsula. Conducted quarterly reviews of more than five operational and contingency plans. Led a subcommittee on contingency planning for Operation Tomadachi (response to tsunami in Japan). Developed standardized operational base mayoral duties for units operating in the southern Korean peninsula. Lead military decision-making processes with key staff functional areas during exercises and contingency planning events (Key Resolve, Foal Eagle, Ulchi Freedom Guardian, and Courageous Channel). Served on the Combined Forces Command Engineer Current Operations Staff during an annual exercise responsible for daily briefs to the US and Republic of Korea Senior commanders on all engineering efforts. Selected to serve as Support Operations Planer, which is typically held by a logistician, over more than six qualified army logisticians.

Fort Bragg, Nc

Directed over 85 specialized military and civilian employees deployed throughout the US and various European and Asian countries supporting Army public affairs and recruiting efforts. Supervised all functional areas that include human resource, supply management, public affairs, occupational safety, resource management, aviation operations, and parachute demonstrations coordinating with numerous civilian and governmental organizations. Planned the first six-week “Green Platoon” tryouts designed to train and assess Soldiers with no military free fall experience and prepare then for the eight-week annual try outs. Managed an annual budget of over $6 million. Led the effort to move the annual eight-week winter training cycle from Yuma, AZ after more than 25 years to Homestead, FL. This major move saved the unit more than $100 thousand in annual fuel costs. Recognized for fiscal responsibility saving the unit over $150 thousand in annual operating costs by sharing and maximizing resources with external organizations. Planned and prepared unfunded requests for rapid execution. When end of the year funding became available we were able to procure critical parts for the aviation fleet reducing the number of no fly days due to maintenance issues the following year. Conducted internal audits and reviews to ensure compliance with Army audits readiness. Worked closely with the Office of Chief of Public Affairs and Office of Legislative Liaisons Increasing the overall media impressions for the Army public affairs valued at over $100 million of free advertising. Planned and executed all quarterly safety-stand down days. Identified on-the-job and off duty hazards and leveraged external organizations to teach best practices. Assisted with the planning and execution of high profile parachute demonstrations to include the tandem parachute jump of former President George H. W. Bush. Selected over three superiors to assume duties as the Executive Officer.

Iraq

Principal advisor to the senior leadership on all engineering related matters. Coordinated with coalition and Iraqi engineers to develop road construction and area sanitation projects spanning over 80 miles of key road and bridge infrastructure. Planned and established an area security force in response to daily attacks against Iraqi and coalition convoys. The efforts included coordination and training with multiple coalition partners, Iraqi army units, and local Iraqi leaders. Within 30 days of establishing the force, attacks decreased to less than one a month. Assisted in the development and implementation of an Iraqi neighborhood watch program creating over 50 jobs for local citizens across multiple municipalities. Daily coordination included dialogue with more than 12 coalition partners, Iraqi military leaders and regional government leaders enhancing critical partnerships.

Bamberg, Germany

Planned and led the establishment of an Iraqi Army infantry battalion, which included the recruitment, accessions, training, and equipping of more than 1200 Iraqi citizens. Authored basic and specialized training programs that improved the unit’s preparedness. Managed the aggressive six-month training program that prepared the unit to secure multiple municipalities during the first ever elections in Iraq. Reestablished and reorganized the unit and all training programs following a year long deployment. Created procedures for training schedule submission and streamlined meeting agendas that enhanced the senior leaders overall understanding of the organizational climate. Orchestrated resource requirement meetings with group planners. Directed over 90 Soldiers and managed over 1500 line items valued at over $20 million. Responsible for moving more than 100 people, 20 vehicles, and equipment by air, rail, sea, and road. Additional duties included the safety and risk management officer responsible for ensuring risk assessment and mitigation was incorporated in all mission planning.
