Under current and prior Compliance Regulations, assigned by Indiana District Director to serve as Sole 8(a) Business Development Program, Portfolio Manager and Contracting Officer holding a Thirty Million Dollar ($30,000,000) Contracting Warrant (Level III) issued by SBA Headquarters in Washington DC in 1995. • Directly responsible for 8(a) Business Development Program (BDP) client monitoring, development, timely completion of annual reviews, financial updates and other reporting requirements. Provide a wide range of business development services to clients in the 8(a) Business Development Program Portfolio in accordance with Standard Operating Procedures (SOP) and Code of Federal Acquisition Regulations (FAR).• Update Electronic 8(a) Business Development Program Review System (E8a); conduct programs and enter into Entrepreneurial Development Information System II (EDMISII).• Accountable for promotion of Surety Bond Guarantee Program.• Charged with all Contracting Activities, and informing entrepreneurs regarding Size Determinations.• Consistently make client referrals to Senior Corps of Retired Executives (SCORE), Women’s Business Centers, and Small Business Development Centers (SDBC).

• Continuously hold a Thirty Million dollar ($30M) Contracting Warrant Level III from 1995-present. • Strategically markets SBA programs and services providing small businesses with access to capital, counseling, training, and Federal Government Contracts including the 8(a) Business Development Program to eligible businesses, while providing a wide range of business development services to clients in Portfolio according to Standard Operating Procedures (SOP) applicable regulations.• Responsible for 8(a) Business Development Program client monitoring, development, timely completion of reviews, financial updates and other reporting requirements following Federal Statute requirements.• Design of Government Contracting/Business Development Training Sessions through thorough planning, scheduling and implementation. • Surety Bonds Program Manager for the Indiana District Office, including meeting Surety Bond Scorecard goals.• Plan and Conduct READYTALK computer programs / training sessions across the state of Indiana on “Financing Your Small Business, Federal Government Contracting, and the Surety Bond Guarantee Program”. • Provide technical training for obtaining loans, surety bonds, Federal Government Contracting, information regarding Central Contractor Registration (CCR), international trade, franchising, and all other aspects of business.• Chart, schedule, and implement Minority Enterprise Development (MED) Week programs and events. • Administer and plan Matchmaking events – host and participate in events to match small business enterprises to procurement representatives through one-on-one appointments, group presentations by procuring agencies to small business owners and information introductions at tradeshows. • Designate Indiana Statewide Liaison and Oversight Representative of the Senior Corps of Retired Executives (SCORE), which includes service as host for training presented by SBA Resource Partners.

• Held Five Hundred dollar ($500K) Contracting Warrant issued by SBA in Washington, DC in 1991.• Developed numerous personal contacts through a wide variety of Federal, State, local Government Agencies, including banks, other financial institutions and Procurement Technical Assistance Center (PTAC).• Responsible for all contracting activities in connection with 8(a) Business Development Program of the Small Business Act, including negotiation, completion of contract, and subcontract awards. • Negotiated with various Federal Contracting Agencies and proposed to small business contractors concerning price, scope of work and other matters related to contract document. • Mediated and resolved conflicting views concerning price / cost analysis, accounting and industrial practices.• Accurately reviewed financial statements and business plans of client participant businesses in the 8(a) Business Development Program.• Closed contract files and recommended termination of contract / client participants, after thorough review and guidance had been performed, from the 8(a) Business Development Program. • Made frequent presentations to other Federal Agencies and private sector firms concerning 8(a) Business Development Program client companies interpreting Federal Acquisition Regulation (FAR). • Held workshops routinely answering questions asked by the general public and small and large businesses providing guidance and direction concerning Federal Acquisition Regulation (FAR) and how to do business with the Federal Government.

• Reviewed all requirements exceeding Twenty-Five Thousand Dollars ($25,000). • Provided guidance to Chief of Contracts and Director of Contracting regarding requirements offered to Small Business Administration 8(a) Business Development Program.• Developed the Annual Small Business Plan meeting with Post Engineers to review requirements.• Built and maintained a reference library consisting of 8(a) Business Development Program Portfolio, and Small and Disadvantaged Business sources.• Examined, while Solicitations were being prepared, for Compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), Army Federal Acquisition Regulation (AFAR), and Tradoc Federal Acquisition Regulation (TFAR).
