Lead and manage a 25-person team of specially trained investigators conducting complex administrative investigations nationwide concerning programs, functions, and alleged misconduct, that have a National Guard nexus. Conduct initial analysis of complaints and determine scope of the investigation. Considers evidence presented by the parties, the investigative team’s analysis, and makes a final decision as to whether the complaints are substantiated. The actions presented are typically complex; involve significant programs and funds; and/or are subject to Executive, Congressional, and/or Public scrutiny. They involve analyzing and applying Federal criminal statutes, DoD/Service regulations and the Joint Ethics Regulation (JER) as they apply to the National Guard.

Is NG-JA's subject matter expert concerning NG performance of the DSCA mission; produced legal opinions and memoranda on NG/DoD disaster relief issues and emergency management policies and laws such as Stafford Act issues; interstate relief compacts (EMAC); Canada/US and Mexico/US disaster relief agreements.
