Work with management team to identify budget or program delivery issues, analyze and evaluate potential solutions, and recommend and execute necessary adjustments.- Liaise with other county departments, including Finance, Facilities Management, IT Services, and Fleet Management. Represent the department's financial and operational interests to ensure that services are delivered to the community in the most efficient and cost effective manner.- Research and recommend improvements to departmental processes in order to meet key operational objectives. Consider feedback from department staff and present changes to standard procedures at all-staff meetings. Update policy manual to ensure consistency and accountability in departmental operations.- Manage and provide oversight to the Finance & Operations team, including balancing workloads, assisting with ad-hoc questions and requests, supporting staff professional development, and mediating disputes and disagreements.

Projections are essential part of School Aid budget development and are publicly presented at both the January and May Consensus Revenue Estimating Conferences (CREC).- Primary analyst for the Department of Education (MDE) budget. Develop budget plans, vet proposals, present ideas to State Budget Director, and provide feedback to department if further analysis is necessary.- Create month-by-month caseload projections for childcare subsidy program. Work with Senate and House Fiscal Agencies to create consensus caseload estimates, released publicly at the May CREC.- Track year-to-year budgetary adjustments using Microsoft Excel to reconcile department and School Aid budgets with statewide revenue and expenditure estimates.- After budget is finalized, set up profiles within MAIN accounting system, develop quarterly allotment schedule, and provide final checks to verify that system entries are accurate. Conduct quarterly expenditure reviews of the MDE budget to ensure allotment schedule is followed.- Reconcile School Aid budget on a monthly basis to ensure that line item expenditures do not exceed allowable amounts.- Track legislation relating to education policy issues. Draft detailed reports of committee meetings and provide analysis to predict impacts of potential policy changes.- Study national and industry-wide trends in education policy.- Study education policy issues specific to Michigan, particularly Proposal A, the Durant lawsuit, and charter school legislation.- Query State HR records using SAP Business Objects to collect department expenditure data and create salary & wage and employee benefit projections for the upcoming fiscal year.
