The City is the fourth largest city in South Carolina as measured in square miles and occupies over 58 square miles. The City was recently named as the second location for the Jimmy Buffett themed senior active life style community to be known as Latitude Margaritaville Hilton Head. The City's population increased by more than 350% since 2015, with the City's budget increasing from $10.5M to $50M, employee headcount from 70 to 155 to continue to meet the increasing demands of a rapidly growing community.

Palatka is a distinguished travel destination located in NE Florida, known for historical downtown and residential districts, hosting events that draw 100,000 visitors per year. Responsible for the administration of all affairs for the city, overseeing laws and ordinances, appointing leadership, managing utilities and attending all meetings of the commission and committees.Key Accomplishments:* $8 million in new taxable value generated by leading a $13 million public and private partnership initiative to redevelop the city’s Riverfront.* 25% reduction of insurance premiums achieved by lowering the fire rating from an ISO Class 5 to Class 2. * Decreased expenditures by collaborating with elected and appointed officials to significantly improve the city’s overall financial position and strategically enhancing revenue opportunities. Increased General Fund reserves from 3% to 10%. * 40 new businesses recruited to the city’s downtown district by utilizing a “main street” approach to produce jobs and enhancing the commerce and sales tax. • $10 million in grants secured by researching funding requirements, establishing relationships with key funding entities and developing comprehensive proposals for critical improvement projects.

Served as the City Manager in a full service City on Amelia Island in North East Florida. Fernandina Beach and Amelia Island is a well known and highly regarded internationally as a tourist destination which is known for its beaches, hospitality and special events. The City annually hosts the Shrimp Festival, an event that draws over 100,000 visitors. The City Manager is responsible for cultivating, managing and promoting the success of the City and island by managing a budget of $100,000,000.00 with a work force of approximately 230 workers. The current year round population of the City is 12,000 but it more than doubles during the tourist season.Key Accomplishments:• Played a key role in the development of a new community strategic plan called “Forward Fernandina,” which led to the revitalizing of the city’s waterfront property.• $26 million in federal and state grants secured by actively pursuing and leading the application process for capital improvement and public service programs. • Developed and managed a $100 million budget by cooperating with key internal and external stakeholders, maintaining a consistent high public service level while establishing reasonable reserve levels. • Reorganized the city’s workforce, appropriately sizing the full-time employees from 251 FTE to 204 FTE by restructuring department and privatizing based on management agreement and union cooperation. • Decreased operational costs by developing creative and innovative initiatives, including the sustainable Fernandina and a city-wide employee budget committee. • $17 million beach re-nourishment project successfully completed by working alongside federal, state, county and local agencies to secure funding.

Served as the municipal administrator in a growing full service community in Southeast Michigan. Responsible for the development and administration of a $17,000,000.00 budget and five-year capital improvement program. Managing a municipal workforce consisting of 7 department heads and 43 employees. Key Accomplishments:• 50% in taxable value and 30% population increases achieved by utilizing cooperative inter-governmental agreements with neighboring townships and deploying annexation procedures to double the city’s land area. • $2.5 million in federal and state grants secured for capital improvements and public programs. Secured the entry of new industrial entities to the city by developing ways to attract new types of business. • 20% cost savings on goods and services generated by promoting strategic partnerships with the school districts and adjacent communities for technology, purchasing, programming and capital improvements. • Encouraged industrial and residential development on contaminated property by utilizing redevelopment tools, including Brownfield Redevelopment Authority and grants to remediate properties.

Served as the municipal administrator in a growing community in mid-Michigan. Pursued and obtained several state and federal grants for street reconstruction, bridge rehabilitation, economic development, park land purchase and development, downtown beautification, and tree planting and maintenance. Directed and coordinated from original conception to completion the construction and/or installation of numerous capital improvement projects. Developed and implemented weekly curbside recycling program, fixed asset inventory control system, personnel manual, and purchasing manual. Facilitated the revision of the City’s Master Plan, Downtown Development Plan, and Tax Increment Financing Plan. Assisted the Mayor in initiating and cultivating an international sister city relationship with Konan, Japan. Additionally, responsible for the human resources, labor negotiations, budget preparation and administration, and purchasing functions for the city.
