The deputy treasurer is responsible for the day-to-day operations of the Oregon State Treasury. The Treasury has six divisions, 200 employees, an annual budget of $64 million, and is responsible for the state's financial services. Oregon State Treasury manages an investment portfolio of more than $140 billion, handles more than $300 billion a year in financial transactions, and serves as the state's debt manager. The Treasury also administers Oregon's Unclaimed Property, 529 College Savings Plan, and the nation's first auto-IRA program, OregonSaves. The deputy treasurer is also responsible for oversight of Human Resources, Budget, Information Technology, Legal, Compliance, and Communication functions within the Treasury. The deputy treasurer establishes statewide and agency policy, regularly interacts with lawmakers, interfaces with local, state, and federal government agencies, and represents the Treasurer on boards, commissions, and councils.

The COO manages a diverse set of business operations necessary to ensure that the Treasury has the proper goals, administrative and reporting procedures, and people systems in place to effectively grow the organization to ensure financial strength and operating efficiency. The COO directly manages and provides strategic leadership and oversight to Debt Management, Finance, and Administrative Services Divisions. The COO plans for the future of the State Treasurer’s Office developing strategies by assessing and managing risk, liability, and ensuring that all activities and operations comply with local, state, and federal regulations.

The director provides leadership and policy direction to the five divisions of the Oregon Department of Energy. The department had a $90 million annual budget, 90 employees, and is responsible for establishing statewide energy policy; providing leadership in planning for Oregon’s energy needs; overseeing development and execution of legislation; maintaining regulatory integrity that gives the highest priority to public health, safety and environmental protection. The director works closely with the Governor, legislative leaders, state and federal agency heads, and the Northwest Power Planning Council to ensure Oregon’s interests are reflected in regional and national energy and nuclear policy. The director represents the agency or state on interagency, state, interstate, national and international committees and task forces, providing expert consultation.

The deputy director assists the agency Director in developing overall department programs, directives, policies, and procedures including executive-level policy-making and decisions regarding agency administration, mission and goals and was lead on preparing and presenting information to lawmakers and legislative committees. Internally, the deputy plans and leads major agency operational system changes to integrate services, develop strategic and operational plans, and conduct performance measurement and reporting. This work focuses on planning and training to facilitate both cultural and operational change. The deputy develops systems to ensure connection between mission, performance measurements, work activities and resource allocation.

The deputy legislative director assists the legislative director in the oversight of overall strategic legislative goals, objectives, and priorities of the Governor. The deputy director provides advice, guidance, and direction both to internal policy staff and stakeholders throughout Oregon. Responsibilities included covering timely and relevant policy issues including, but not limited to: education, health care, economic recovery efforts, natural resources, and other emerging issues such as green jobs and energy policy.

The Oregon Homeownership Stabilization Administrator, provided leadership to all division staff and directed all activities of the Homeownership Stabilization Fund Division. The division administered $220 million of federal funds provided by the United States Treasury’s Housing Finance Agency Innovation Fund for the Hardest Hit Housing Markets that prevented foreclosure, through a mix of loans and grants, for financially distressed low- to moderate-income homeowners throughout the state. The division included a 30-person staff and a $16 million budget, with a focus on emergency implementation and long-term planning, communication between Division and Department sections, and coordinating high-level activities across Division and section lines. The administrator ensured that the project and team maintained effective communication with program lenders, servicers, project owner/developers, industry representatives, state legislators, and Oregon's federal delegation.

Working to develop Oregon's proposal for up to $88 million in Hardest Hit Funding for foreclosure prevention and homeownership market stabilization.

The program manager led policy development and analysis within Governor Ted Kulongoski’s Economic Recovery Executive Team. The position reviewed, analyzed, and managed complex policy and implementation issues related to American Recovery and Reinvestment Act funded programs; developed recommendations and proposals for the Governor on related statewide fiscal and program policies, issues, and program areas; and independently managed problem-solving activities among state agencies, the legislature, private-sector organizations, local governments, federal agencies, and others as appropriate. The program manager also represented the Governor during presentations or negotiations with legislators, lobbyists, private-sector representatives, local and federal government officials, and other interests.

A budget and policy analyst reviews and analyzes the fiscal and management practices of state agencies. Analysts must anticipate, identify, and develop recommendations to solve budgetary or policy challenges. Analysts must also represent the Governor during presentations or negotiations with legislators, lobbyists, business interests, and other interested parties.
