    The International Space Safety Foundation is a non-profit organization which promotes industrial cooperation and scientific progress (technical, organizational and socio-political) to enable safe and accessible space exploration. The ISSF is planning to fill the existing void that has been created by the lack of regulations by establishing a Commercial Space Safety Institute (CSSI) to provide industry-wise independent safety certification for commercial spaceflight. As part of the CSSI project, the ISSF will team up with the International Association for the Advancement of Space Safety (IAASS), the leading international professional space safety association, and establish cooperation agreements with major space agencies worldwide. The purpose is to facilitate the transfer of experience gained in fifty years of government space programs to establish safety and technical standards for the newly emerging commercial spaceflight industry. The ISSF would also establish a ‘designee’ program to identify and select industry, agencies and associations experts that would become members of independent, multi-disciplinary safety review and certification teams. The ISSF is advocating for legislation in the U.S. Congress to provide liability protection to CSSI. The mission and objectives of the Commercial Space Safety Institute are at the core of the national debate and international focus on government regulations for commercial spaceflight.

This course will be offered through USC's Distance Education Network (i.e. through the internet).Previously, I have taught undergraduate and graduate courses in polymer sciences and spacecraft dynamics.

    I was a safety design engineer for the Boeing CST-100 Starliner, through the NASA Commercial Crew Development Program. For the International Space Station Program, I was a design analyst for the Nitrogen Oxygen Recharge System (NORS). The team developed a low TRL pressure vessel which enable resupply of gases for life support and environmental control. Previously, in support of the Space Shuttle Program, I was the Boeing Vehicle Safety Lead for the Endeavour Vehicle, responsible for data products that were part of the Certification of Flight Readiness (COFR). I was also the lead analyst for the Composite Overwrapped Pressure Vessel (COPV) risk assessment team. The statistical reliability model for the stochastic process of composite stress rupture was the cornerstone of the flight rationale for this newly-identified failure mode. At one point, the COPVs were carried as a 'Top 10' program risk.
