Information Technology and Support Services (ITSS) is charged with providing the highest quality of leadership, support, and essential services to the organization’s Operating Departments to maintain service levels necessary to efficiently and effectively meet all departmental program requirements at the Civic Center and off-site facilities. These services include GIS, Enterprise Applications, Media Services, Network Infrastructure, Tech Support, Surveillance & Security, and Support Services. ITSS oversees 500+ electronic devices, network infrastructure, and 500+ user accounts at the Civic Center and 20+ offsite facilities Citywide. There are currently over 35 business application systems administered and supported by staff. In addition, Media Services oversees social media and E-Government services, and produces original video content for direct communications with residents.

Information Technology & Support Services (IT&SS) Department is responsible for delivering quality services in the areas of Network and Systems support, Hardware and Software Support, Telecommunications, Media Services, Business Systems analysis, City Internet/Intranet, GIS (Geographic Information Systems), Central Services, and Front Reception. IT&SS provides customer service for staff and public. Currently, there are over 400 desktop computers, 60 servers, and 360 computer user accounts located at 18 networked locations throughout the City.

The Southern California Chapter of URISA (SoCal URISA) is an official chapter of the International Urban and Regional Information Systems Association. International URISA is a non-profit association of information technology professionals with specific emphasis on applications in state and local government. URISA is also the premier organization for the use and integration of spatial information technology to improve the quality of life in urban and regional environments.

Inland Empire GIS (IEGIS) User Group is made up of members working in Riverside, San Bernardino and a portion of east Los Angeles counties. The IEGIS User Group was formed in late 1994 to help members be more successful. This group supports members by increasing technical expertise, building contacts within the GIS community, sharing information, and keeping members up to date with the latest developments in GIS. The group meets quarterly and presentations vary. The usual combination is announcements, user presentations, education, tips and tricks session, and a business partner presentation. The user presentation allows users to see what other users are doing. Announcements keep members aware of local, regional, and state group agendas and issues. Training presentations improve the skills and knowledge of everyone in the group. Business partner presentation introduces new products and data sources.

Create and manage the City of Moreno Valley's Enterprise Geographic Information System, including formulating enterprise-wide plans for long-term GIS development, develop and manage budget, supervision of staff, manage multiple software maintenance contracts, distribution of centralized geo-spatial data, GIS analyses, mapping and reporting applications, develop bid proposals, RFPs and RFIs for professional services, serve as project manager on multiple technology projects, confer with department managers and employees regarding current and anticipated needs, develop and recommend Technology and GIS standards and program policies.

Provide application development and maintenance utilizing ESRI software, AutoCAD, and MS Access. Perform needs assessment, research scope of work, data collection, design, populate, and manage GIS data and relational databases. Perform spatial analysis utilizing GIS and prepare maps, exhibits, and reports. Coordinate activities with consultants. Provide training, support, and installation of software and hardware to support technology end users.

Instructor for a course in the GIS Certificate Program. Introduce students to fundamentals of Geographic Information Systems (GIS). Emphasizing vector and raster-based data structures utilizing ESRI software. Provide training in the use of; map scales, coordinate systems, data sources, design structures, working with spatial data, databases, and the preparation of maps, exhibits, and reports.

Provide support to Environmental Compliance and analysis of Environmental Impacts related to transportation, land uses, and utility systems. GIS services in support of; cultural and biological resources, land use planning, land management, and land transfers.

Establishment of a Geographic Information System at California Department of Forestry & Fire Protection Riverside Ranger Unit. Support to the 1996 California Fire Plan, A Framework for Minimizing Costs and Losses from Wildland Fires.
