It was part of my hobby - public policy combined with technical approach.I wrote a summary article about substantial Chicago Transit Authority (CTA) challenges during the first wave of the Great Recession. On a tactical level, the income challenges of CTA were exacerbated by its highly inflexible cost structure. On a strategic level, CTA is hostage to the varying Chicago general business and residential climate, which drives rider population. It also drives the population of sales tax payers and real estate transfer tax payers in the city of Chicago. Parts of these two taxes are routed to the CTA.Finally, CTA It is hostage to its own user-insensitive management culture.The article served as a base for a video clip by the Sam Adams Foundation.
