Working within the Department of State's (DoS) Bureau of International Narcotics and Law Enforcement Affairs(INL) AIr Wing, I supervised, planned, conducted, Intelligence, Surveillance and Reconnaissance (ISR) Missions (EO/IR, Multi Camera/Multi-Spectrum), from Forward Operating Locactions(FOLs/FOBs) throughout the Republic of Colombia. Furthermore, I was responsiblle for developing, implementing, and conducting Spanish language Sensor Operator Training and Certification Programs for Host Nation Counter Narcotic Law Enforcement Officers and deploying them in real world ISR missions in support of both the US Government (Department of State) and Colombian Counter Narcotic and Humanitarian Assistance Initiatives throughout the Republic of Colombia. Within my regular duties, I was also required to Liaison between DoS and Host Nation Military and/or Law Enforcemnet represenatives on a daily basis throughout the Republic of Colombia to coordinate, de-conflict, plan and conduct Counter Narcotic and Humanitarian Assistance Operations.

Operated alone or as a member of a small, highly trained, team of operatives, often in denied areas critical to United States Security in support of national-level, strategic intelligence requirements. Collection Manager provided intelligence critical to Foreign Service Post Country Team and deployed assets critical to U.S. Intelligence and Security. Responsible for Operational Readiness, Air Crew currency in all modes of flight, and maintaining the unit in a high state of readiness at all times. Additional duties included: Equal Opportunity, Crime Prevention, Physical Security, and Information Security Programs Manager.Led, supervised, & managed the Army South TCAE Trojan Special Receiver Collection Program. Supervised voice intercept activities, evaluated subordinates, operated a sophisticated SIGINT Collection system designed to collect and simultaneously produce on-line activity records of complex foreign voice communications containing technical terms, advanced grammar, syntax and colloquial conversation forms. Directed and managed collection and processing priorities. Identified and performed limited analysis on non-clear voice and non-voice signals. Wrote complex reports, prepared presentations and briefs for the General Staff (J2/G2) at SOUTHCOM and USARSO on Force Protection operations in support of regional Nation Building and Internal Stability Operations throughout Central and parts of South America. Supervised a team of 6-10 voice collection operators in a one-of-a-kind, forward deployed tactical collection company. Planned and conducted tactical SIGINT collection, analysis, & reporting missions in support of maneuver commanders, theater & national level consumers. Responsible for the maintenance and accountability of tactical vehicles, SIGINT Collections Systems, and all support equipment worth more than $1.5 million dollars.
