 Manages the Research Financial Services unit in support of approximately $75 to $100 million in sponsored funds.  Reviews and modifies the unit’s business processes and procedures to ensure efficient management of sponsored grants and agreements.  Principally responsible for the oversight of project setup in the financial system, invoicing, internal and external financial reporting, effort reporting, F&A proposal preparation, and the fiscal closeout of sponsored accounts. Provides guidance to investigators and university staff to efficiently and effectively manage grants and other sponsored awards in a manner that is fully compliant with federal regulations and institutional policies. Assists with all audits for Georgia State University and Georgia State University Research Foundation related to sponsored programs, and maintain records of audits and outcomes, and draft corrective actions. Produce quarterly activity report for Vice President of Research Administration, and assist in strategic planning by developing long range goals. Review and monthly reconciliation of balance sheet accounts, and ready for audit review.

 Serve as UNT liaison to the cognizant federal agency, and prepare and negotiate the Facilities and Administration (F&A) rate proposal.  Primary contact with F&A software consultants, negotiating licensing and consultant agreements. Identify weaknesses in UNT’s current F&A proposal development process and implement curative measures. Analyze financial data using the university enterprise management system and vendor software to produce executive level reports and data mining. Develop and implement financial modeling for Research Services, and measure service metrics. Serve as the UNT subject matter expert for service center/recharge center development, rate calculation and implementation. Annually review and certify service center rates. Developed and implemented a compliant comprehensive automated effort reporting system, with performance schedules and increased the rate of return to100%. Produce timely effort reports, create effort reporting procedures and webpage, and train faculty on how to correctly complete effort reports. Created effective business policies and procedures, and developed performance standards to increase our competitiveness for the potential of being a Tier1 university.

Responsible for cost ledger maintenance, budgeting and controlling costs. Program cost control. Direct and manage the financial planning and analysis process in a very fast paced, dynamic environment. Responsible for budgeting and forecasting, variance analysis, trend analysis, expense analysis, and executive reporting. Provide ad-hoc financial reports and analysis. Determine program risk, mitigation plans, opportunities and corrective action analysis. Analyze and comment on month-end financial results, and provide variance analysis.
