CurrentDeLand is a city with a population of 43,000 (80,000 daytime service population) that covers approximately 18.6 square miles. The city is comprised of 525 employees and operates on a $104 million budget. It is in Volusia County, Florida, just north of Orlando. DeLand has been recognized as one of the best historic and authentic downtowns in the State of Florida. Duties and Responsibilities: Responsible for managing the day-to-day operations of city government to include developing an annual recommended budget and policy recommendations to the City Commission. Select Achievements:• Led effort to create a homeless shelter/day center as a solution for those in West Volusia county who are experiencing poverty and/or homelessness. • Pioneered an innovative approach to hiring a new Police Chief that included unprecedented community participation. The process has led to significant and proactive changes to the way in which the police department engages with all aspects of the community. • Led effort to update the city’s strategic plan, which serves as the roadmap for the community’s continued success. • Led effort to expand and improve the city’s parks and recreation infrastructure at Spec Martin Stadium and Earl Brown Park ($10 million investment). Additionally, led effort to rebuild the city’s community playground, “Freedom Playground,” at Bill Dreggors Park ($750,000 investment). • Developed cost-saving measures in each department that reduced operating costs by $1.3 million (6%) and reductions in workforce (11%) while increasing accountability. Also led effort to overhaul the city’s performance management program, earning the city a certificate of achievement from ICMA. • Updated city technology to include land management system, GIS database for all utility infrastructure, agenda management, city app, website, police records, servers, point-to-point wireless, fiber optic, interactive voice response for utilities and building permits.
