I defend governments, foreign manufacturers and importers in antidumping and countervailing duty litigation before government agencies, U.S. courts and international tribunals. I represent importers in U.S. Customs & Border Protection civil penalty proceedings and other disputes involving the classification, valuation and origin of imported goods. I counsel them on compliance with U.S. Customs laws, USMCA and other trade agreements, the Trade Agreements Act and similar “Buy America” laws. I also advise clients in international investment disputes under free trade agreements and bilateral investment treaties.
