Directed the system design, installation, testing, and operation of a high bandwidth digital broadcast service that disseminated data, video, and voice to a diverse user community throughout the EUCOM AOR. Managed all aspects of the day to day operation of five satellite feeds and two digital satellite broadcasts.• Lead Engineer in the Operational Test and Evaluation (OT&E) of an Integrated Receiver/Decoder (IRD) for a mobile satellite receive suite. This testing revealed an out of box failure rate more than 1000% greater than predicted, resulting in contract renegotiation with the supplier.• Lead Engineer in the Development Test and Evaluation (DT&E) for an advanced Direct Sequence Spread Spectrum (DSSS) High Frequency (HF) transceiver prototype.

• Executive Officer for Naval Network and Space Operations Command (NNSOC) Headquarters Unit. Coordinated administrative activities among four reserve units and two reserve programs. Created and implemented a cross-unit consolidation plan for administrative and collateral duty functions eliminating duplicative efforts resulting in increased operational support to the Fleet/Fleet Marine Forces.• Instructor at the Air Force Space Operations School. Author of the revised and modernized Joint Forces Maritime Component Commander (JFMCC) instructional segment of the Space 200 course.• Operations Officer for Chief of Naval Operations (CNO) Intelligence Unit – Developed an aggressive program to reconstitute reserve watchstanding support to the CNO Intelligence Plot (CNO-IP) and National Maritime Joint Intelligence Center (NMJIC) following the 9/11 terrorist attack on the Pentagon resulting in 100% watch qualification within five months of implementation.

• Provided direct and tailored space support to operational naval forces. Support included training on, and access to, products from Navigation, Remote Sensing, Communications, Weather and National Satellite Systems. Instructed at a variety of senior naval and joint warfare schools.• Directed and managed a complete staff of 40 personnel in the two-year installation and testing of a new Combat Control System. Developed and implemented innovative and farsighted training programs which aggressively utilized on-the-job training (OJT), simulators and experience tours to prepare personnel to operate complex new electronic systems. Performed as Senior Supervisor during a rigorous nuclear test program directly contributing to its successful completion in one-third the time scheduled.• Qualified in Submarine Warfare and as a Nuclear Engineer Officer.
