Responsibilities include translating and managing customer requirements between Finance, Operations, and serving as a key touch point for key stakeholders, including customers, multiple subcontractors, and employees.

Executive Consultant to the National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) responsible for applying program management principles to projects, programs, and grants within the NHLBI. Currently, I am the Project Manager for the Data and Bioinformatics committee for the Cure Sickle Cell Initiative. As Project Manager, I facilitate and coordinate Principal Investigators activities from multiple agencies to develop a plan and create a national registry of individuals with Sickle Cell disease that can be contacted for clinical trials.

Program Manager for NOAA’s Spectrum Reallocation Engineering Studies (SPRES) contract. Responsible for the oversight and management of multiple projects, interfacing with subcontractors, technical leads, NOAA customers, and project stakeholders.

Program Manager for NOAA's Search and Rescue Satellite Aided Tracking (SARSAT) program at the NOAA Satellite Operations Facility (NSOF) in Suitland, Md. The contract had a value of $25M, is 5 years in duration, and managed a multi-disciplined staff of 30 engineers and ground system operators. The SARSAT program is responsible for processing beacon alerts activated throughout the United States, the Caribbean, and South America and assuring the alert data is forwarded to rescue resources. I oversaw the software development, system administration, system and data analysts, satellite controllers, and customer service representatives. I participated in councils and working groups that had international participants, which set policy for global implementation. In the first 10 months of my management of the contract, the Contractor Performance Assessment Reporting System (CPARS) ratings were rated as Exceptional in every category. This is the highest score since ERT was awarded the contract.

Senior leader (Group Lead) within the SES Program Management Office, which provided technical, financial, and program management oversight for 25 flight and ground software Task Orders (TO) at NASA, Goddard Space Flight Center (GSFC), in Greenbelt, MD for the Software Engineering Division (Code 580) of the Applied Engineering and Technology Directorate. Direct management of TOs including software engineering, development and sustainment of software systems, software integration and testing, and support of diverse IT functions. I interfaced directly with NASA leadership, technical leads, and engineering staff to define goals and assure that all planned work was performed, deliverables were met, all within budget constraints; monitored technical performance and financial status across TOs; and, coordinated with company human resources, subcontracts and business management to ensure that the technical operations of all TO ran smoothly in order to meet/exceed customers’ requirements. I developed and conducted annual employee performance appraisals. The staff included flight and ground software developers and testers with a diverse set of engineering skills to service an large number of flight computer platforms, software languages, operating systems, and test labs required to support multiple GSFC missions.

(January 1, 2000 to November 27, 2007) As a member of the Information Services Team as the lead Webmaster. Responsibilities include administration and configuration of over 40 web servers. I coordinate with other groups within the institute to develop information solutions to meet customer’s goals and requirements. I also perform web server configuration and software installation, management and development of search web search appliance, register domain names, create and install secure certificates, upgrade server and application software, monitor system for security vulnerabilities, and manage STScI Usenet lists. (April 1, 1995 to December, 31 1999) As a Data Systems Analyst for the Hubble Space Telescope (HST) in the Data Systems Division, responsibilities included the maintenance of HST web site (www.stsci.edu), management of the division's internal web site, design and implementation of web sites for other HST Division Offices, and management of the Institute's web based conference room scheduling and online procurement systems. Provided analysis and management reports to the director's office, division management, interface with scientific, engineering, technical, government, and operational staff for operational improvements and problem resolution. Assisted the STScI Webmaster in establishing accounts, maintaining configuration, server analysis, and HTML authoring. Oversaw Division's intern program.(December 1990 to April 1, 1995) As a Science Mission Manager for the Hubble Space Telescope in the Operations Division, responsibilities included providing managerial oversight of four operational branches. Provided analysis and management reports to the director's office, interfaced with scientific, engineering, technical, government, and operational staff for operations improvement and problem resolution. Coordinated recovery and planning activities during spacecraft anomalies.
