Review and advise on complaints brought by members of the public alleging that City officials, bodies, and departments have not complied with the San Francisco Sunshine Ordinance, the California Public Records Act, and the California Brown Act.Develop appropriate goals to ensure practical and timely implementation of the Sunshine Ordinance.Propose amendments to the Sunshine Ordinance to the Board.Make referrals to the Ethics Commission, and possibly other enforcement authorities, in circumstances where the SOTF finds a violation of the Sunshine Ordinance, Public Records Act, or Brown Act.

Deputy City Attorney, Workers’ Compensation and Subrogation Team. 2015- PresentResponsible for managing and litigating all workers’ compensation subrogation claims for reimbursement of benefits on behalf of the City and County of San Francisco.Perform analysis on legal issues and effectively communicate legal advice and strategies to City departments and the City Attorney’s Office.Represent the City and County of San Francisco at court hearings, mediations, arbitrations and depositions.Oversee every aspect of a high-volume caseload with duties that include preparing pleadings, negotiating settlements, drafting appeals, responding to discovery, taking depositions and preparing witnesses for depositions.Collaborate with and advise claims managers and claims examiners to assist in resolving all workers’ compensation and subrogation issues.

Construction Litigation/Public ContractsRepresented San Francisco’s interests in pre-litigation and litigated construction matters. Propounded and responded to discovery. Provided general advice to various City departments including the Department of Public Works, San Francisco Municipal Transportation Agency, and Office of Contract Administration. Updated Construction department’s litigation hold practices. Reviewed and negotiated professional services contracts for various City departments.

Defended insurance companies, self-insured employers, and government entities in all litigation before Workers’ Compensation Appeals Board throughout California. Managed all aspects of a high volume caseload that included preparing pleadings, negotiating settlements, and deposing doctors and applicants. Created, organized, scheduled and presented continuing education trainings for claim adjusters. Developed and implemented strategies for acquiring and maintaining new business.

Represented criminal defendants at contested hearings, conferences and oral arguments in superior court. Conducted legal research and drafted moving papers on criminal and evidentiary issues.
