I directed the financial, operational and program management across the three Prairie Provinces and all three northern territories for Transport Canada. This encompassed civil aviation, rail and marine safety and security as well as environmental assessment of transportation-related projects. I also coached and mentored new executives.

I headed the key farm income support programs, both ongoing and emergency responses to mad cow disease, bird flu and climate change (droughts and floods). I managed over 800 staff in five locations within Manitoba and Saskatchewan.

As Senior Advisor, I provided policy advice to the Deputy Minister to position the Department in a broad and horizontal federal policy context, managed all briefings of the Minister and the Minister’s office and established and maintained the Deputy Minister’s outreach program with organizations and individuals external to the department.

I was responsible for the national environmental emergencies program for Environment Canada, and accountable for a comprehensive national risk management program covering incidents involving the production, transportation and disposal of oil, chemicals and other potentially hazardous substances.

I ran the operations of the Branch, including overseeing the scientific assessments of substances, led the Canadian delegation to the Organization for Economic and Cooperative Development (OECD) Chemicals Risk Management Program, and was appointed by the Ministers of Environment and Health to an expert panel that selected chemical substances of highest priority for risk assessment.

In various positions, I: - Developed, coordinated and implemented strategic and operational planning processes and strategies, including human resources management strategies for the Environmental Protection Service; - Managed and administered $5M of energy research and development resources;- Chaired a federal/provincial/industry technical working group responsible for the development of scientific criteria and standards for evaluating hazardous wastes in Canada; - Developed national regulations and international agreements to control wastes, represented Environment Canada on a federal/provincial/industry working group and at technical and policy meetings with U.S. government agencies; - Designed training programs and developed technical aids for hazardous waste inspectors and federal facilities' staff, provided technical and regulatory advice to the public, industry and federal employees on transporting hazardous wastes, and on managing wastes at federal facilities; and - Was a member of the 24/7 emergency response team.
