Holds a strategic position with responsibility for analysis and oversight in incident reporting/investigation, and liability claims and reports preparation, including Sarbanes Oxley compliance reporting. Reviews, formulated and implements policy and organizational changes as appropriate to meet the stated risk management objectives. Under the direction of the Director of Risk Management, directs organizational efforts in planning, implementation and management of the UHS Risk Management TERM program that is designed to enhance the quality of patient care, reduce injuries, prevent claims, and minimize liability exposures. Organizes and directs work designed to evaluate the causation of risk events for the BH division and develops risk reduction strategies to minimize and eliminate risks from occurring. Acts as a resource for assigned facility risk managers and the clinical leaders in assigned facilities by effectively providing risk related consultation, interpreting the TERM Standards and providing necessary redirects in the implementation of risk reduction initiatives.

Under the direction of the superintendent, the QM director is Responsible for planning, developing, and managing the performance improvement, utilization management, healthcare information management and infection control programs in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards. The director coordinates the clinical performance improvement process and works collaboratively with the clinical director and the chief nurse executive to maintain process that result in improved care and treatment. The director validates the administrative performance improvement process (FSPI) and works collaboratively with the superintendent to maintain processes that result in improved business practices. The director controls elements within the areas of responsibility by developing policy/procedure, monitoring performance, developing/reviewing metrics, assessing/prioritizing risk, submitting central office reports, conducting mock inspections and reporting results of same to senior management. Responsible for education and communication to leadership and staff on knowledge/information necessary to ensure that quality, patient safety, accreditation, performance improvement are actively managed throughout the organization. The director coordinates and maintains death review, RCA, and Periodic Performance Review documentation and ensures processes meet applicable regulatory and statutory standards and regulations. Provides oversight and expert knowledge for initiatives including development and improvement of processes to proactively reduce risk (FMEAs). Is responsible for all regulatory/accreditation body surveys. The director supervises and manages utilization review, infection control, and quality management personnel/departments and provides administrative oversight for the director of Medical records, healthcare Information, engineering, and Safety risk management and environment of care.
