About Michele Waxman Johnson

As the granddaughter of immigrants and a first-generation college graduate who worked full-time while paying my way through graduate school, I believe that education is the gateway to economic opportunity.Following careers as a transportation planner, nonprofit leader, and national consultant and advocate, I am proud to have joined the administration of Maryland Governor Wes Moore and Lt. Governor Aruna Miller as Director of the Maryland 250 Commission.Education and community service are values I cherish. A graduate of the University of Maryland and the University of Virginia, I served on Maryland Governor Wes Moore's executive education policy transition team, the National Scholarship Providers Association (NSPA) advocacy committee, the National College Attainment Network (NCAN) state financial aid policy working group, and as board chair of Congressman Elijah Cummings' Youth Program (ECYP).I worked on an issue called scholarship displacement for nearly a decade, and was proud to receive the 2022 National Scholarship Providers Association Fellows Award, "a recognition bestowed upon mentors, presenters, volunteers, and authors who create and expand knowledge and insight into the strategic issues around scholarship administration and student access". I am proud to have built and led a “first in the nation” award-winning advocacy program in Maryland focused on scholarship displacement, resulting in a successful state bill in 2017. As of 2023, 5 states have laws restricting scholarship displacement, 3 more states have bills, and a national bill was introduced in September 2021.When asked about my work, Dr. Sara Goldrick-Rab, Founder of The Hope Center for College, Community, and Justice at Temple University, said in a 2017 Baltimore Sun page 1 article: "This is a David and Goliath thing, honestly. I have never seen anything like it, quite frankly. Michele Johnson and her team are so dogged."
