Transformation Manager Non-Life Insurance, Reporting To CeoNn Aug 2018 - Dec 2019The Hague, South Holland, NlAs a member of NN’s Belgian non-life executive committee, Michel helped develop a 5-year strategy with the managing director, and initiated and successfully developed 3 new departments within NN Insurance Services Belgium to support the transformation strategy: a transformation department closely integrated with IT, a commercial department and a communications department to promote and explain the necessary change towards personnel.Centerpiece in the transformation was a complete overhaul of the IT landscape in order to transition to a cloud-based architecture with plug & play API for distribution partners. This transitioning was executed in 30 months, including implementation of a new policy management platform (Axon), a new communications management solution (Unified Post), and migration of all legacy portfolios.The mission included negotiation and alignment with ING Bank as main distribution partner on terms & conditions of the joint IT transitioning, and the expansion and professionalization of NN’s non-life distribution network. Thanks to this renewed commercial approach, NN was able to expand its distribution channel with a pan-European white label e-bike insurance.In order to successfully achieve the strategic goals, dedicated teams were selected, expanded and – where appropriate for the company’s strategy – also internalized. A partnership with an offshore partner was established in order to increase flexibility, lower costs and enhance time-to-market. -

Program Manager - Non-Life Insurance Transformation Program, Reporting To CioBelfius Insurance Mar 2015 - Aug 2018Starting in March 2015, Belfius Insurance decided to shift away from Mainframe applications and to integrate a packaged insurance solution.Michel was responsible for the RFP writing, coordinated the package selection process and actively participated in the negotiation and contracting phase. The implementation started in March 2016 and is ongoing at this stage, with Michel holding responsibility for financial reporting, P&L, contracting evolutions, partnerships and overall planning & reporting. As from March 2018 the responsibilities have shifted to overall delivery.Main challenges of this assignment are the rapid shifting market conditions (as well as related company strategies and necessary time-to-market), the cultural differences between the partner company and Belfius itself, the size of the program (with over 140 FTE) and the impact of new digital ecosystems and regulatory needs (GDPR, Mifid II, etc).

Programme Manager Solvency Ii Regulatory ReportingBelfius Insurance Jan 2012 - Mar 2015As a result of successful prior appointments with this company (and its former parent company Dexia), Michel was asked to lead the implementation of the Solvency II Regulatory Reporting programme that included building a corporate datawarehouse, integrating several SAS reporting solutions, streamlining the data quality and availability, and ensuring data correctness through reconciliation mechanisms.With an eye on cost control, several decisions were taken under Michel's leadership to further optimise the reporting environments by consolidating and migrating platforms, and shifting to more efficient technologies. This resulted in 1.4 M EUR of cost savings on the programme while increasing value for the end-users.Belfius Insurance was one of the first major insurance companies in Belgium to successfully declare its Solvency II reporting, setting an example for the market.The program was executed on schedule and within budget. The unstable regulatory framework and subsequent slow implementation of third party solutions were the main challenges of this mission.At the same time, Michel also remained responsible for the sourcing initiatives with the Indian company, an assignment which started in 2009 (see below).

Programme Manager Strategic SourcingDexia Aug 2009 - Jan 2012Bruxelles, Paris, BeMichel was appointed programme manager for the Dexia sourcing initiatives by the Dexia group CIO. The focus was on streamlining the IT development and quality control processes between the Indian partner company in Chennai and the Dexia IT entities in Europe.At the peak of the cooperation, Michel was operationally responsible for several banking and insurance IT projects that were developed with around 100 Indian resources, working with Mainframe, AS-400, Java and BI technologies. For that, Michel traveled back and forth between Europe and Asia on a bi-weekly basis.An important part of the assignment covered overcoming the cultural differences, the communication difficulties and the change within the European teams needed to work with long-distance teams. -
It Governance ManagerDexia Insurance Belgium Mar 2008 - Jun 2010Michel started this assignment by organising the change management needed for the introduction of new project management tools at Dexia Insurance Belgium. After a number of months, he assisted in streamlining IT processes and methodology over multiple Dexia entities. This resulted in the Dexia Project Methodology based on PMI, Waterfall and Prince2, which was introduced at DIB. Michel was responsible for coaching and training to ensure proper usage of this methodology and its corresponding tools by all IT teams.Michel further streamlined this methodology for use with the Indian software development partner of Dexia.

Programme ManagerVdab Apr 2006 - Jan 2008Brussel, BeThe Flemish employment agency VDAB contracted Michel to lead a development division involved in strategic new projects. In order to deliver very complex projects with a lot of integration challenges on-time and within budget, it was necessary to change the software development department into a process-driven matrix organisation.The change management effort lasted for more than a year. CMMi was used to measure the department’s maturity level, a mix of RUP and Prince2 was introduced as project management methodology, V-Model and basics of T-MAP were introduced for testing and a PMO (Project Management Office) was set up.The department was streamlined and made more flexible. Michel was also partly responsible for HR matters such as selection, hiring, solving resource conflicts, capacity planning, evaluations and contract endings. In this change period, continuous motivation and HR skills were crucial to achieve the set goals. -

People management and HR skills had a big emphasis.Michel was also involved in specific changes to make to company more customer-friendly and service-oriented. To this purpose, the helpdesk was reorganised and ITIL foundations were introduced in the Operations department. -
Project ManagerSiemens Business Services Aug 2001 - Jan 2002Munich, DeSBS' biggest customer in Belgium used to be the Flemish Government, with an annual turnover of more than 50 million EUR, all departments confused.Michel was asked to become Senior Project Manager, effectively leading those projects for the Flemish Government which had problems on a technical, financial or operational level:- GKB (Gemeenschappelijk Klanten Bestand): The GKB was the common database between different customer entities of the Flemish Government. Michel successfully managed this first attempt to merge major government databases.- Mecenas: this was an application to manage the different subsidies attributed to artists and cultural initiatives. Michel lead the project from start to finish.- Kasbeheer: a global application to optimise the cash situation of the Flemish Government. The project was in a crisis phase when Michel took over but was handed over in a stable situation when Michel left. -
CtoVeridis Jul 2000 - Dec 2000UsVeridis SA was a seed-capital start-up company. Originating from Highware (a company specialised in Apple security solutions), Veridis focused on internet-related security and trust services, such as encryption technology based on PGP keys, online notary services and ‘registered’ e-mail.Michel was one of four Directors, and was hired in the position of CTO to do the following: 1. Select and hire the R&D team.2. Coach this team within the R&D budget (own P&L).3. Develop with this team a series of 4 new products as described in the Business Plan within a time frame of only 5 months.4. Give advice on potential sales strategies.5.
