Michelle Cechowski, MS, CEM, FPEM is the Director of Emergency Preparedness for the East Central Florida Regional Planning Council. She is responsible for regional emergency management planning involving first responder training and exercises, hazard analysis, domestic security, and emergency preparedness. She has written and conducted dozens of drills, tabletop, functional, and full-scale exercises throughout her career. Her other responsibilities include the administration of the U.S. Department of Transportation’s (USDOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) Technical Assistance Grant, the USDOT Hazardous Materials Emergency Preparedness (HMEP) Planning and Training grants for the eight counties within the East Central Florida region, being the designated Staff Coordinator for the Local Emergency Planning Committee (LEPC), and a Planning Manager for Central Florida’s Urban Search and Rescue (USAR) Task Force 4 Team (FL-TF4). In addition, Michelle is a certified instructor for the Florida Division of Emergency Management (FDEM) teaching Incident Command System (ICS) 300 and ICS 400 courses. Since 2015, Michelle has taught at the University of Central Florida as an adjunct professor in the Emergency Management and Homeland Security undergraduate program teaching Disaster Response and Recovery (PAD4395), Emergency Management and Homeland Security (PAD4392), and Capstone: Resiliency in Emergency Management (PAD4371).Michelle holds a Bachelor of Arts degree in Public Administration, with a minor in Emergency Management and Homeland Security from the University of Central Florida. She has been a member of UCF’s Emergency Management & Homeland Security Advisory Board since its inception in 2012. In 2014, she received her Master of Science degree from Nova Southeastern University in National Security Affairs. In 2020, Michelle received the Florida Professional Emergency Manager (FPEM) certification from the Florida Emergency Preparedness Association. In 2023, Michelle achieved the Certified Emergency Manager (CEM) designation from the International Association of Emergency Management (IAEM).
