Led a wide range of agency functions critical to the working partnership and relationship between the Indian Health Service (IHS) and the 567 federally recognized Tribes. Led the ODSCT as the focal point for the IHS Title-I Indian Self- Determination and Education Assistance Act (ISDEAA) activities and support for the Direct Service Tribes (DST). Led policy development concerning Title-I Indian Self-Determination contracting and the integration of newly recognized Tribes into the IHS system. Continuously worked with the IHS Area offices to provide technical assistance in the design and implementation of organizational accountability systems to measure and improve the effectiveness of financial and budgetary processes ensuring the efficiency and quality of health care delivery to Tribes (DST) receiving health care directly from the IHS. Advocated and served as the agency’s principal liaison for Title-I contracting to influence support for the positions and interests of tribal governments and tribal organizations. Provided direct support to all IHS DST through leadership, technical assistance, and advocacy in the development of health policy, program management, budget formulation and budget allocation. Advised the IHS Director and senior management on all DST issues and concerns. Coordinated and collaborated with the Direct Service Tribes Advisory Committee (DSTAC) to host a national quarterly and yearly forum for all tribal leaders to discuss best practices, partnerships, and resources to improve the Indian health care delivery system. Administered a national statutorily mandated grant program designed to assist T/TO in beginning and/or expanding self-determination activities. Served as the principal liaison with DST Tribal leaders, the DSTAC, T/TO, Inter-Tribal Consortiums, Area Health Boards, and Service Unit Health Boards.

Tucson, Arizona Area

Served as a Division Director providing oversight with supervisory and managerial authority for planning, organizing, and coordinating clinical operations through 6 subordinate supervisory staff members of 6 ancillary health programs. The Professional Services Division consisted of the Diabetes Prevention Program, the Nutrition & Dietetics Program, the Physical Therapy Program, the Pharmacy Program, and the Medical Imaging Program. Served as the lead advisor to these programs on all aspects of performance measurement and accountability. Directly responsible for budget and fiscal matters in addition to legislation and policy implementation. Program monitoring activities included the collection and evaluation of data for close surveillance of program efficiency and compliance. Continuously evaluated data to identify trends and areas for improvement adjusting strategic plans to reflect findings. Prepared results focused plans and reports of program operations to facilitate ongoing collaboration and consultation with the local Tohono O'odham Tribal Government. Regularly attended and presented at meetings with the Tohono O’odham Tribal Council. Served as a consultant to the Tohono O'odham Tribal Health Department on community needs relevant to program functions and the Indian Health Service (IHS) mission. Participated as a voting member of both the Governing Body and the Sells Service Unit (SSU) Executive Committee. Worked closely with the Quality Management Team in conducting evaluations throughout the SSU which consisted of Sells Hospital, San Simon Health Center, San Xavier Clinic, and Santa Rosa Clinic in preparation for Joint Commission reviews.

Kayenta, Arizona

Provided assistance to department managers in recruitment, data collection, and statistical analysis of program performance measures in accordance with the Government Performance and Results Act Pub. L.103-62. Served as a consultant to the Chief Executive Officer (CEO) of Kayenta Service Unit and worked with the Navajo Area Office CEO collaborative team on strategic succession planning activities. Served on the Housing Committee and the Navajo Area Office CEO collaborative team. Gathered and evaluated data pertinent to the retention of employees and employee satisfaction to identify areas for improvement in management activities. Presented reports to the Tribal Council and Governing Body. Regularly participated in recruitment fairs and served as the Public Information Officer for the Kayenta Service Unit. Participated in Navajo Area level negotiations and consultation meetings with the Navajo Area Lead Negotiator, Key Area Personnel, and the Navajo Nation Health and Social Services committee on the proposed intent of securing Tribal Shares for Program, Services, Functions and Activities for Fort Defiance Service Unit. Participated in providing technical assistance in the form of Resource and Patient Management System (RPMS) reports to identify a base population to utilize in establishing the funding formula for Medicare, Medicaid and Private Insurance billing and collections. Assisted the Navajo Nation Division of Health Planners in the preparation of documents as part of the Navajo Area Technical Team. Participated on the service unit crisis intervention team in response to sexual assaults in an effort to maintain Social Work licensure competencies.

Conducted psychosocial assessments and screenings for effective discharge planning and coordination of patient care. Assisted patients and families in utilizing community, Tribal, State, and Federal resources to improve social, physical, and psychological health. Served as a liaison between Tribal, State, and Federal agencies. Performed mental status evaluations on new admissions as appropriate. Provided crisis intervention and individual or family therapies focusing on particular problem situations which were high risk in nature. Conducted patient care conferences with families when necessary for discharge planning.
