Continued to advise Reed College staff and students on fellowship opportunities, programs, and application processes.

Conducted outreach and marketing campaigns to identify qualified undergraduate students to compete for nationally competitive fellowships and awards, such as the Fulbright and Rhodes Scholarships. Supported and mentored students in fellowships as well as graduate school applications. Managed small grants competitions on behalf of Reed College, funding summer and winter experiential, internship, and research opportunities. Publicized opportunities and successes in social and traditional media. Maintained and managed webpage content. Represented Reed College to relevant funding agencies and professional organizations. Collaborated with offices and departments campus-wide. Presented information sessions and workshops for students on application processes, writing, interviewing, and other core skills.

As Deputy Director and Acting Director of the Department of State’s Office of Academic Exchange Programs, I co-managed the administration of a portfolio of grants supporting exchange programs, including: the Fulbright Program; the Global Undergraduate Exchange Program; the Critical Language Scholarship Program, and a variety of smaller programs. I managed the workflow of approximately 12 direct reports, oversaw program budgets of up to $250 million, and served to backstop and troubleshoot all programs. I worked with senior Department leadership on policy development, implementation, and talking points - and was responsible for ensuring that policy was effectively communicated to almost 70 staff across eight administrative sub-divisions. Much of my time was spent managing communications among mid-level managers, senior leadership, our presidentially-appointed board, counterparts at U.S. embassies overseas, and the international education NGOs that assisted in implementing our programs.

While serving as Senior Program Officer, I planned and developed international education programs, such as the the Community College Initiative Program, providing vocational education for selected international students at U.S. community colleges. Additionally, I managed Hubert H. Humphrey Fellowship program budget and annual grant to the Institute of International Education. I advised applicants from the general public on grant application procedures, proposal development, and program priorities and planned and conducted overseas staff trainings on program administration. As a Senior Program Officer, I was responsible for serving as an Acting Branch Chief in the absence of an immediate supervisory manager. As Program Officer, I managed a portfolio averaging 40 grants to U.S. universities supporting educational partnership and capacity building grant projects in Russia and North Africa. In this capacity, I solicited input from stakeholders in developing program guidelines, analyzed proposals, reviewed budgets, and negotiated final grant packages. I monitored grants, conducted site visits, assisted in problem solving, including developing a a handbook for project directors as well as a grantee listserve. I was also responsible for updating and maintaining content on the Office website.

At the Open Society Institute I served initially as an educational advisor, supervising advising resource center operations and acquisition of reference materials on graduate study opportunities in the United States. I advised applicants on the U.S. higher education system and presented workshops on application techniques and looking for funding, as well as writing and editing newsletters and the scholarship handbook. From there I moved on to the position of Central European University (CEU) Program Manager, where I managed scholarship payments and support for approximately 120 grantees in 12 scholarships for study opportunities in Western Europe, the U.K, and the United States. I collaborated with CEU faculty and administration to establish program priorities and coordinated meetings of Scholarships Committee. Finally, as a Senior Program Manager, I developed and implemented scholarship programs with higher education institution and government partners, formulating budgets and authorizing payments to grantees and partner institutions. I organized annual pre-departure orientation and mid-year student conferences, and oversaw application and selection processes for 10 programs offered in 28 countries.
