About Michelle Treadway

Ms. Michelle Treadway is the Office of Naval Research Global (ONRG) Science Advisor to Commander, Naval Aviation Warfighting Development Center (NAWDC). At NAWDC, Ms. Treadway is the bridge to the Naval Research Enterprise (NRE) and her duties are centered on transforming innovative ideas collected at NAWDC into warfighter advantages. Her focuses include integrated warfare, advanced tactics, techniques, and procedures (TTPs), data analytics, and autonomy and artificial intelligence (A&AI) as it pertains to training for the Carrier Air Wing (CVW) and Weapon Tactics Instructor (WTI) production.Ms. Treadway was previously the Project Engineer for the Mine Warfare Readiness and Effectiveness Measuring (MIREM) Program. Ms. Treadway worked directly with the Fleet to provide improvements to Mine Warfare (MIW) systems, TTPs, and warfighting capabilities. While in this position, Ms. Treadway was detailed on the Staff for Naval Surface and Mine Warfighting Development Center Mine Warfare Division (NSMWDC MIW Div) as liaison for Naval Surface Warfare Center Panama City Division (NSWC PCD).Prior to taking over the MIREM Program, Ms. Treadway was an Exercise Lead for the program. Starting in October 2019, Ms. Treadway provided exercise planning, on-site support at Fleet exercises around the globe, and statistically relevant analysis for TTP updates and development. Previous to MIREM, Ms. Treadway was assigned as the Lead Electrical Engineer for the Navy Instrumented Threat Target (NAVITTAR) underwater sensing systems. Ms. Treadway led design, development, fabrication, and prototype development of the MOD 0, MOD 1, and Foreign Military Sales (FMS) systems. Ms. Treadway was also primary field support for the fielded MOD 0 system for CONUS and OCONUS events supporting the Unmanned Influence Sweep System (UISS) Developmental Testing (DT) and MIREM exercises. In March 2015, Ms. Treadway supported the Littoral Combat Ship (LCS) Mine Countermeasures (MCM) Mission Package (MP). Having supported the program while at Science Applications International Corporation (SAIC), in 2014, she continued support the program through its Technical Evaluation (TECHEVAL). Ms. Treadway led tactics, analysis, and engineering support for the LCS MCM MP TECHEVAL and MK 18 LCS integration at RIMPAC 2016, and briefly served as the Airborne Laser Mine Detection System (ALMDS) Tactician.Personal recognition includes various Letters of Appreciation from NSWMDC MIW Div and NSWC PCD, Education Partnership Awards, and Winner of the Technical Director’s Cup.

Lead Electrical Engineer supporting the Navy Instrumented Threat Targets (NAVITTAR) program. I led design, prototyping, fabrication, and evaluation of the MOD 0, MOD 1, and Foreign Military Sales (FMS) system. My electrical, electro-mechanical, and software engineering specialties played a key role in system design, integration, obsolescence and reverse engineering concepts, field engineering, and engineering experience directly related to all attributes associated with the roles, responsibilities and requirements of the Targets program. I was fully involved in NAVITTAR hardware and software system design. While on the program, the MOD 0 system was fielded and used at tests and exercises. I was the primary field engineering support for this system, providing on-site support CONUS for the Unmanned Influence Sweep System (UISS) Developmental Testing (DT) and OCONUS for the Mine Warfare Readiness and Effectiveness Measuring (MIREM) 19-1 event.

Tactician supporting the Littoral Combat Ship (LCS) Mine Countermeasures (MCM) Mission Package (MP). I led tactics, analysis, and engineering support for the LCS MCM MP. Major program events that I supported were the LCS MCM MP Technical Evaluation (TECHEVAL) and Mk 18 LCS integration. Support for these events included 24/7 support on shore and on ship (at-sea) to maintain and observe fleet use of tactics. While supporting TECHEVAL, I worked closely with Operational Test and Evaluation Force (OPTEVFOR), PMS420, and Naval Surface Warfare Center Port Heuneme Division (NSWC PHD) to calculate Area Sustained Coverage Rate (ACRS) timeline and reliability analyses. In support of the Mk 18 LCS integration I worked closely with NSWC PCD Senior Systems Engineers with courses of action (COAs) and lessons learned on how to integrate Explosive Ordnance Disposal Mobile Units (EODMUs) on Vessels of Opportunity (VOOs).Additionally, while supporting the LCS MCM MP, I also supported the Airborne Laser Mine Detection System (ALMDS) as the program’s Lead Tactician. In this role, I worked closely with the program sponsor, PMS495, to update the system Tactical Guidance (TACGUIDE) with results and recommendations formed from Fleet feedback, test, and exercise.
