Responsible for conducting the analysis, evaluation and development of engineering guidelines as well as managing the contracts and projects required to guarantee the accomplishment of the standards of coverage and quality established in the Public Private Partnership (PPP) contract between PROMTEL and Altán Redes for the Shared Network deployment. Achievements:• Led the technical effort to issue the official accreditation report of compliance with the first coverage milestone stablished in the PPP contract to reach 30% of the population in Mexico, which was required to start operations of the Shared Network.• Coordinated the technical discussions and reached an agreement between Altán Redes, regulator (IFT) and PROMTEL to define the requirements, metrics and procedures to evaluate the coverage and quality of the Shared Network.

Responsible for establishing the technical guidelines for the interpretation and application of the PPP contract to supervise the deployment of the Shared Network, as well as representing PROMTEL before the IFT and Altán Redes to discuss technical issues related to the deployment of the Shared Network and regulatory matters.Achievements:• Defined the RFP and led the technical and economical evaluation for the most important contract with and investment of $2 million USD (Technical Auditor of the Shared Network), in accordance with the provisions of the PPP contract related to the field supervision of the Shared Network deployment project.

Responsible for promoting and supporting in-building solutions sales in Latin America, attending to key customers such as America Móvil Group, AT&T and ATC and designing the most suitable and cost effective solution to fulfill their technical necessities.Key Accomplishments:• Attending the biggest account in Mexico and supporting the main in building sale during that year for 4.5 MUSD.

Responsible for running strategic projects of technological transition to LTE (4G) and rural coverage expansion in Mexico reporting to the Deputy Director of the Engineering Department.Key Accomplishments:• Led technical and economic evaluation during the LTE RFP aimed at deploying 4G Movistar Mexico’s mobile broadband services with an investment of 100 million euros achieving a reduction of 40% in the deployment cost compared with 3G network. • Defined the 2014-2017 LTE Network Deployment Plan, guaranteeing budget optimization for providing 4G services to an estimated 80% of Mexico’s population. • Led the franchise rural reengineering project to define 2500 rural sites, enabling to reach 9.6 million people in rural communities with mobile broadband services.

Responsible for leading the network planning projects at national level, coordinating the regional efforts to ensure proper coverage and capacity expansion of the network, providing reliable service both in-building and outdoor to achieve a market share of 21 million customers. I managed a total of 10 internal team members and 30 external and I was responsible for dealing with strategic clients such as Coca Cola, Motorola, Banco de México and Bank of America.Key Accomplishments:• Managed the biggest interior coverage project in the country to offer mobile services to more than 5 million potential daily users in Mexico City subway.• Obtained the greatest recognition award that Telefonica gives, “La M de Plata” for the contributions of my team for the biggest site deployment in one year (830 sites in 2010).• Led the project for launching the 3G network in 55 most important cities of the country, going from 10% to 75% coverage in just one year. • Developed an Internal Interior and Exterior Coverage Planning Training Program, qualifying more than 100 regional engineers in two months, with savings on external training of 3 MP. • Achieved the recognition as “Leader in People Development” in Telefonica´s Values recognition program in 2008.• Earned the recognition “Telefonica Distinction” in 2007 for my contributions to the engineering department.

In charged of assuring the quality of the cellular network, detecting flaws and designing solutions both for interior and for exterior environments. The attention of corporate customer coverage complaints and support functions for the operation in Central America countries were also part of my daily activities.Key Accomplishments:• Sustained the stablished quality objectives for 500 GSM sites during 3 consecutive years.• Designed the biggest interior coverage system of the network at the moment, in such important places as Fiesta Americana Reforma, Fiesta Americana Grand Chapultepec, Grand Melia Reforma, Estadio Azteca, Estadio Omnilife and Telefonica´s corporative building in Nicaragua.
