Global focal point for strengthening EHS performance on projects, especially transport, energy and environmental infrastructure projects

Supporting project preparation and implementation in Africa, including agriculture/irrigation, energy (especially hydropower), road and rail projects, including the application of the World Bank’s Environmental and Social Framework.

As part of the team developing the World Bank’s new Environmental and Social Framework (ESF - the standards that the WB requires on projects), Mick led the preparation of the Guidance Note for the ESS4 (Community Health and Safety), and the assessment of the Indian Borrower Framework against ESS1 (Environmental Assessment), ESS2 (Labor and Working Conditions) and ESS5 (Land Acquisition and Resettlement), which included a thorough review of the regulatory framework for health and safety on projects. Recognizing the importance of procurement to delivering environmental, social and health and safety (ESHS) requirements during project implementation, Mick led a reform of the World Bank’s civil works procurement process to ensure a clear, accountable and robust platform for the delivery of the Bank’s ESHS requirements, including the new ESF. Mick prepared the Bank’s guidance on Incorporating ESHS into the Procurement Process, as well as on Contract Management Practice, and has delivered numerous trainings in these subjects to bank staff, governments, private sector, agencies, contractors, contractor associations and professional bodies. He is part of the Regional Safeguards Secretariat for East Asia and Pacific, and in addition to compliance reviews, he is working with the Task Teams to improve the safeguards delivery on key projects, including with respect to a Financial Intermediary, and for developing effective prioritization of a program of infrastructure projects across the ASEAN region. Prior to July 2017, Mick worked extensively with the Regional Safeguards Advisor for East Africa, advising on compliance with environmental safeguards on projects from all sectors and from across the region, and helping road agencies develop the systems, processes and procedures for delivering good ESHS performance, reforming not only the agency but the sector.

As a leader of UKMEA Environmental Practice, I had primary responsibility for the Midlands Region. I was a Member of the Midlands Region Consulting Executive, providing leadership to a portfolio of businesses, including Programme, Project & Cost Management, Transaction Advice, Planning Policy & Economics, and Transportation Planning.I led and provided the vision, business strategy, quality control and motivation for the regional Environment & Sustainability Team, comprising 30 specialists in Contaminated Land, Waste, Ecology, Landscape Architecture, Archaeology and Cultural Heritage, Environmental and Social Due Diligence, EIA, and Stakeholder Engagement. I maintained positive relationships with clients, stimulated by my genuine desire to see good projects succeed.As Project Director, I was responsible for assembling and leading the teams and for ensuring completion of projects (especially infrastructure) to standard, on time and on budget. I led by example and used an inspirational and passionate leadership style together with effective communication to engage, motivate and encourage teams to take responsibility for their success.I delivered large scale ESIAs, ESMPs, technical studies, ESDD, monitoring and supervision, and I have a deep expertise in the application of IFC PSs, EBRD PRs, OECD Common Approaches, EIB Environmental and Social Principles and Standards, Equator Principles, JBIC Environmental and Social Considerations. I have been Independent Environmental and Social Consultant, Lenders Technical Advisor and Environmental and Social Monitor for several lenders, including EBRD’s independent monitoring consultant for four years.As Arup’s Ecology Skills Network Leader, I was responsible for Arup's ecological capability, ensuring it has the support and skills required globally. Seconded by Arup to RLE (a consortium of Arup, Halcrow and Bechtel) to project manage and oversee the consenting and construction of the £5.4billion 109km Channel Tunnel Rail Link, London to Folkestone.Responsibilities included the provision of technical ecological advice to the project, the design and implementation of ecological works to fulfil legal requirements and commitments, and obtaining approval from statutory and non-statutory agencies. Major tasks include:•Route selection to minimise impacts from outset •Design and successful implementation of advanced ecological works.•Development of mitigation proposals including the largest ever translocation of ancient woodland soils, the UK’s first landbridges and an extensive habitat creation package, and their supervision during construction.•Design and implementation of a monitoring programme through construction and operational phases.
