Mick has 32 years' experience as a pragmatic environmental specialist and ecologist, specialising in identifying risks and delivering environmental, social, and health and safety (ESHS) standards for responsible lending through the planning and implementation of projects. He has a deep understanding of the interface between ESHS requirements and the procurement process, and how to use this to drive the intended ESHS performance. His experiences as a client representative, lenders’ technical advisor, lenders’ ESHS monitor, independent environmental and social consultant, clerk of works, project manager and contractor’s environmental specialist have provided him with a specialist knowledge of effective contract management. Mick prepared the Bank’s guidance on Incorporating ESHS into the Procurement Process, as well as on Contract Management Practice, and has delivered numerous trainings in these subjects to bank staff, governments, private sector, agencies, contractors, contractor associations and professional bodies. He is part of the Regional Safeguards Secretariat for East Asia and Pacific, and in addition to compliance reviews, he is working with the Task Teams to improve the safeguards delivery on key projects, including with respect to a Financial Intermediary, and for developing effective prioritization of a program of infrastructure projects across the ASEAN region. Prior to July 2017, Mick worked extensively with the Regional Safeguards Advisor for East Africa, advising on compliance with environmental safeguards on projects from all sectors and from across the region, and helping road agencies develop the systems, processes and procedures for delivering good ESHS performance, reforming not only the agency but the sector. -
