Mike Bartram is a freelance consultant with over 20 years of experience promoting public participation and consultation. He was the Head of Consultation at Transport for London (TfL) for over three years, where he set up and lead a team planning and delivering public consultations on major transport infrastructure projects and pan-London transport policy.Prior to joining TfL, he was responsible for the National Consumer Council’s work on transport, education and the quality of public services. He managed a national government-funded project on involving users in local standard setting and charters, planning and delivering successful user engagement exercises in schools and hospitals and on council estates. He also lead the consumer movement’s input into the Citizen’s Charter and Best Value programmes. Before joining NCC we worked as Local Government Campaigner at the Community Rights Project, where he researched and wrote about tenant involvement and helped to push successfully for the introduction of the Local Government (Access to Information) Act 1985.He has been commissioned to write for the Plain English Campaign, and is the author of a wide range of highly acclaimed publications on public involvement, consultation, and consumer representation, the most recent of which is TfL’s Consultation Toolkit.
