Consultant / Esf #3 Team Leader / Rehired Annuitant (Ad Hoc / Part-Time Retiree)
CurrentAs a rehired annuitant I serve in an "on call" basis as a Federal responder to FEMA in disaster response and recovery or to serve the Corps of Engineers Emergency Management organizations in their preparation and planning phases. My expertise is as an Emergency Support Function (ESF) # 3 Team Leader, Flood fight operations and knowledge of the Corps of Engineers Emergency authorities . I have also assisted the Corps Commands in the Readiness, Contingency Operations, Emergency Management and Exercise functions. Recently I worked for the Northwestern Division US Army Corps of Engineers in their initial Emergency Management Program certification process.I have assisted the Northwestern Division (NWD) in their efforts to obtain accreditation in the Emergency Management Accreditation Program (EMAP), an independent non-profit organization established by a group of national organizations to foster continuous improvement in emergency management capabilities. It provides emergency management programs the opportunity to be recognized for compliance with national standards, to demonstrate accountability, and to focus attention on areas and issues where resources are needed.As an additional outcome of this Involvement, I am now trained and available to serve as an Assessor for the EMAP organization in the assessment of other Emergency Management organizations. I also worked with the HQ, USACE, Interagency and International Services to help the Uganda Ministry of Relief, Disaster Preparedness and Refugees in developing their National Emergency Coordination and Operations Center (NECOC) Standard Operations Procedures (SOP).
