I served as the Chief of the Northwestern Division Emergency Management (aka Readiness and Contingency Operations) with expertise in Emergency Authorities of United States Army Corps of Engineers (USACE), FEMA and several other Federal Agencies and Departments. I also am a Certified Emergency Support Function (ESF) #3 (Public Works and Engineering) Team Leader under the National Response Framework and have responded to numerous floods, hurricanes and other natural disasters. I had a Top-Secret Clearance. I am also a member of the Emergency Management Accreditation Program (EMAP) Assessor cadre. I served as the USACE representative to three FEMA Regions (VII, VIII and X).I have expertise in the National Response Framework (NRF), Flood Fight and Levy Repair work, have served as the Emergency Manager at District and Division level. I served as an instructor / trainer in USACE Emergency Authorities, FEMA's Continuity of Operations Plan and the ESF #3 for USACE and DOE. I have worked with the Departments of Defense and State visiting the Urban Search and Rescue Training Facility in Russia. I visited the Democratic Republic of Georgia on a DoD Partnership event as a Flood Fight and Levee Expert. I was sent to Uganda to assist in the creation of their national emergency preparedness and response program.I was active on the Military Support side since 1981, working with Mobilization and Installation Mobilization Planning later working to support military operations in Iraq and Afghanistan. I served on the team that provided support and liaison to US Northern Command (NORTHCOM) and US Army North (ARNORTH). working to shape how the US Military can best support FEMA in Disaster Response.I have been commissioned as a Kentucty Colonel. I have been awarded United States Army Corps of Engineers Emergency Manager of the Year (1994) and The Ohio River Division Emergency Manager of the Year. I have received numerous awards for my service. I served as part of the instructor team for OPM (Personnel Management for Executives), DOE (Emergency Response Course), DOD (Command and General Staff College) and FEMA regional courses.I served in the Kentucky National Guard as a Chemical, Bacteriological, Radiological Noncommissioned Officer (CBR NCO, aka NRC NCO). I also served on the Kentucky Governor's Council for Earthquake Risk Reduction (2000 - 2003).

As a rehired annuitant I serve in an "on call" basis as a Federal responder to FEMA in disaster response and recovery or to serve the Corps of Engineers Emergency Management organizations in their preparation and planning phases. My expertise is as an Emergency Support Function (ESF) # 3 Team Leader, Flood fight operations and knowledge of the Corps of Engineers Emergency authorities . I have also assisted the Corps Commands in the Readiness, Contingency Operations, Emergency Management and Exercise functions. Recently I worked for the Northwestern Division US Army Corps of Engineers in their initial Emergency Management Program certification process.I have assisted the Northwestern Division (NWD) in their efforts to obtain accreditation in the Emergency Management Accreditation Program (EMAP), an independent non-profit organization established by a group of national organizations to foster continuous improvement in emergency management capabilities. It provides emergency management programs the opportunity to be recognized for compliance with national standards, to demonstrate accountability, and to focus attention on areas and issues where resources are needed.As an additional outcome of this Involvement, I am now trained and available to serve as an Assessor for the EMAP organization in the assessment of other Emergency Management organizations. I also worked with the HQ, USACE, Interagency and International Services to help the Uganda Ministry of Relief, Disaster Preparedness and Refugees in developing their National Emergency Coordination and Operations Center (NECOC) Standard Operations Procedures (SOP).

Notable responses were the World Trade Center (9-11), two deployments to Katrina (MS as the ESF 3 rep on a forward Federal team in Gulfport then as the Assistant Infrastructure Branch Chief in LA). I have worked with other agencies in training and exercises for their agency responders and at the US Army Command and General Staff College School of Advanced Military Studies (Support to Civil Authorities) at Fort Leavenworth. I have also assisted the Office of Personnel Management as a Resource Staff Member in their Personnel Management for Executives.
