A Managing Estimator with considerable experience in the water and construction industry ranging from setting out engineer to a contracts managers roll prior to taking up estimating.With over 35 years of Estimating experience working primarily on water projects whilst also estimating other construction projects in highways, railways and airports. He enjoys the challenge of the Early Contractor Involvement roll to define scope; find innovative solutions: quantify; estimate and negotiate for Target Price Contracts through to receipt of and agreement of the Works Order value.A team player who values the benefits of collaborative working through experience of closely working with Severn Trent Water and Yorkshire water throughout the AMP3, AMP4, AMP5, AMP6 and AMP7 procurement periods spanning over 25 years.

Managing all Target Price estimating throughout AMP 6 and AMP7 on all Clean and Dirty water projects allocated to Costain as a Tier 1 contractor on the Severn Trent Framework.Varied schemes ranging in value from £100k - £25m including all civils and M&E works.The AMP6 and AMP7 Commercial model for setting of Target Prices for works orders was significantly different to previous AMPS in that a “Top Down” approach was required to evaluate the initial estimate against the Clients Business plan.My primary role as managing estimator was to evaluate the Business Plan values, project drivers and in AMP7 the outline designs associated with a batch of up to 9 schemes. With the Design team we worked to challenge and develop outline design to offer innovative solutions to define the most likely scope of works that achieved the required outcome measured against the quality/project drivers at an affordable cost.An estimate of the solutions was prepared to measure against the Client’s Business Plan allowance for each batch to endeavour to offer an efficiency to the Business Plan whilst still ensuring that each project batch was financially sustainable. Each batch value was taken to successful negotiation of an agreed Works Order Value that satisfied the required efficiency challenge.

 Morgan Sindall – Senior Estimator (Water & Infrastructure)Building on his experience throughout AMP 3, Mike continued in his roll of lead estimator within the Severn Trent Framework whilst also working on bids for Thames water, Yorkshire water and Wessex water.His primary roll however was in Early Contractor Involvement to develop and offer innovative solutions to define the scope of works in line with the Clients requirements with close liaison with the M&E estimators. Detailed activity schedules for both civil engineering works and mechanical & Electrical works were prepared; Detailed design, procurement and construction programmes reviewed; Risk evaluated and Target Prices prepared and submitted.£80m of works were successfully negotiated with STW on varied schemes in both dirty and clean water environments ranging in value from £50k - £30M including;Moving away from Water based projects I was also worked on major infrastructure schemes including• Stansted Airport Golf Taxi way – a new taxiway within an airside environment for BAA• Heathrow Foul sewers diversion – a new pumping station and sewer diversion in an airside environment for BAA• Stoke bridge steel viaduct – a road diversion and bridge to eliminate the need for a level crossing• Liverpool Street Advanced works, Moorgate shaft. A JV tender submission for a 40m deep shaft on the Crossrail schemes• A6 SEMMS – structures bills. £18m• Tennison Road bridge – A new steel bridge jacked and slid over 8 rail lines for Network rail. £8m• Bromsgrove Staiton new build – New station and island platforms for Network rail. £8m
