This 2-year $58 million system project was CCSF's largest IT project ever undertaken. San Francisco is California's fourth largest city (with a combined annual budget of $10 billion) and is the only amalgamated city and county in the state. The original financials system project objective was to replace and supersede all heterogeneous and ad-hoc financial systems in use by the city (which includes a public water and electric utility, a major international airport, a municipal transit authority and two public hospitals) with a uniform, integrated ERP financial and reporting system for use city-wide. Oracle PeopleSoft Enterprise Financial Management and Supply Chain (FMSC) and Oracle Business Intelligence (OBI) was the selected system vendor and Accenture PLC was the prime system integration consultant. The projected go-live for the system was July 2017. -

The eMerge Division had 44 staff and a $16 million annual operating budget.- Oversaw implementation of PeopleSoft HCM Time and Labor module and automated time-card system for key operations enterprise departments (Municipal Transit Authority, San Francisco International Airport)- Deployed PeopleSoft HCM Enterprise Learning Management (ELM) for centralized on-boarding training program for new hires- Developed automated hiring and approval workflow customization for use by centralized hiring agencies and administrative approvals by Human Resources, Controller's Office and Mayor's Office (development platform provided by SmartERP) - Replaced and upgraded PeopleSoft HCM production system hardware and deployed business continuity/disaster recovery infrastructure in two new data centers in San Francisco and Sacramento, CA. This project necessitated the development of a trusted partnership with all SFO divisions, tenants, vendors, airlines and federal operators and regulators (Transportation Security Administration (TSA), Department of Homeland Security (DHS) and Federal Bureau of Investigation (FBI)). - Oversaw the construction and commissioning of a new SFO data center, a tier 2 facility built for airport operations and for hosting of CCSF systems as a major share of the CCSF Department of Technology (DT) data center consolidation and virtualization project - Developed SFO’s first IT strategic plan.
