Engaged as Project Manager for County of San Bernardino's PeopleSoft HCM 9.2 upgrade project. Includes integration with concurrent implementation of county-wide SAP Enterprise financial system implementation. SAP Enterprise go-live is July 2017 and PeopleSoft HCM 9.2 upgrade go-live is October 2018. San Bernardino County currently operates PeopleSoft HCM 9.0.

Original At-will Director with the overall responsibility for selection, contract award and implementation of the City and County of San Francisco's first enterprise, integrated financial ERP system. This 2-year $58 million system project was CCSF's largest IT project ever undertaken. San Francisco is California's fourth largest city (with a combined annual budget of $10 billion) and is the only amalgamated city and county in the state. The original financials system project objective was to replace and supersede all heterogeneous and ad-hoc financial systems in use by the city (which includes a public water and electric utility, a major international airport, a municipal transit authority and two public hospitals) with a uniform, integrated ERP financial and reporting system for use city-wide. Oracle PeopleSoft Enterprise Financial Management and Supply Chain (FMSC) and Oracle Business Intelligence (OBI) was the selected system vendor and Accenture PLC was the prime system integration consultant. The projected go-live for the system was July 2017.

At-will Director responsible for overall management of the HCM ERP (eMerge) Division, which provided central employment management systems support of CCSF's human resource, payroll, time reporting, absence management and benefits administration business functions across all of the City's departments, school districts and courts (handling over 28,000 active employees with an annual payroll of $3.7 billion). The eMerge Division specifically managed all daily IT system operations of the City's Oracle PeopleSoft Human Capital Management (HCM) ERP suite and led the PeopleSoft HCM system development through all functional and technical releases. The eMerge Division had 44 staff and a $16 million annual operating budget.- Oversaw implementation of PeopleSoft HCM Time and Labor module and automated time-card system for key operations enterprise departments (Municipal Transit Authority, San Francisco International Airport)- Deployed PeopleSoft HCM Enterprise Learning Management (ELM) for centralized on-boarding training program for new hires- Developed automated hiring and approval workflow customization for use by centralized hiring agencies and administrative approvals by Human Resources, Controller's Office and Mayor's Office (development platform provided by SmartERP) - Replaced and upgraded PeopleSoft HCM production system hardware and deployed business continuity/disaster recovery infrastructure in two new data centers in San Francisco and Sacramento, CA. This $12 million implementation project included Oracle Engineered Systems (exadata/exalogic), Oracle Enterprise Manager, Oracle Golden Gate and Oracle RAC hardware, middleware and related application infrastructure installed in both data centers with production failover to both sites.

SFO is a major domestic hub and international gateway airport with over 42 million passengers a year (2011). At-will Director responsible for oversight of airport IT operations and the SFO Information Technology and Telecommunications (ITT) Bureau, with a span of control of 72 staff and $25 million annual operating budget. - Initiated SFO’s first airport cyber security program, which included a full assessment of all airport network and systems infrastructure vulnerabilities. This project necessitated the development of a trusted partnership with all SFO divisions, tenants, vendors, airlines and federal operators and regulators (Transportation Security Administration (TSA), Department of Homeland Security (DHS) and Federal Bureau of Investigation (FBI)). - Oversaw the construction and commissioning of a new SFO data center, a tier 2 facility built for airport operations and for hosting of CCSF systems as a major share of the CCSF Department of Technology (DT) data center consolidation and virtualization project - Developed SFO’s first IT strategic plan. The strategic plan laid out SFO’s IT mission and vision and included proposals for social media communications, enterprise system development and cyber security that aligned IT services with SFO’s overall five year goals and objectives – such as improving the passenger experience, maintaining a low cost-per-enplaned passenger and aviation safety.

Reporting to the CIO, with operational responsibility for all Riverside County Information Technology (RCIT) and Online Administration Services Information System (OASIS) departments as well as shared governance of the Public Safety Enterprise Communications (PSEC) project. Collectively, these departments were responsible for county-wide radio and microwave telecommunications systems, enterprise wide area network (WAN) operations, voice and data network operations, voice and data engineering, data center operations, e-mail and application hosting, application development, county-wide ERP sytems support and development, ERP information security, helpdesk operations and assigned personnel/budget administration. - Oversaw the merger and integration of RCIT and OASIS departments into a single departmental unit, including a realignment of application development, helpdesk, data center and application hosting business lines. - Assisted in realigning PSEC project administration and stakeholder governance and proposed PSEC operations organization for a planned 2013 system go-live.- Overall span of control of 173 staff and $52 million annual budget.

At-will Department Head for the Online Administration Services Information System (OASIS) department, with responsibility for strategic development, policy, budget and personnel administration. - Led transition of OASIS department from project implementation team to operational department following go-live of the county's PeopleSoft Financial and Human Resources ERP system (supporting Riverside County's $5.6 billion organization consisting of 53 departments, 22,000 employees and $2.9 billion annual payroll (2010)). This included developing and overseeing a business process improvement and system stabilization plan to address significant shortcomings in the initial system deployment.- Performed 3 major PeopleSoft ERP system application upgrades and one major hardware replacement in 5 years.- Implemented an information security office and deployed system hardening, regular security auditing and security policy enhancements in compliance with regulatory and industry best practices.- Developed oversight and governance committees for stakeholder and system user communities and successfully managed the delivery of key stakeholder objectives identifed in the governance process.- Span of control of 62 employees and an annual operating budget of $19 million.

Riverside County Information Technology (RCIT) Engineering Manager assigned to the OASIS system implementation project team, with direct oversight over the engineering, process design, system configuration and programming modifications of the ERP system infrastructure hardware and application components. The overall OASIS project implementation budget was $52 million, involving 53 different county government departments and was the first installation of its kind to include a public hospital. PeopleSoft HRMS went live in July 2001 followed by Financials in July 2002. At its peak, the project team consisted of 105 consultants and county staff.

Overall management responsibility of IT division, including programming, networking, communications and help desk. - Reorganized the IT division around a customer-centric structure, with the helpdesk as primary customer service contact. Included with this reorganization was the integration of the GIS services division with the IT division.- Completed network backbone upgrade and conversion of network operating systems, upgraded the data center, including the installation of corporate website application servers.

With over 22.5 million passengers a year (1995), Pearson International Airport (PIA) is Canada's principal airport, and a major world airport. The Systems and Computer Services (SCS) Division was the Informatics hub for PIA, with the responsibility for all IT services for an airport user community of over 50 direct user departments and several thousand customers encompassing all aspects of airport management: administration, engineering, construction, communications, control and navigation, law enforcement and fire protection.- SCS Director with overall management responsibility for programming, networking, communications, mainframe operations and help desk in a 24-7 airport data center operations environment. Also included the oversight of the airport GIS/mapping division, the first of its kind in Canada.
