Mr. Decker possess 20 years’ experience in providing technical leadership and managing all aspects of the full lifecycle support services, including design, development, testing, implementation, and operations/maintenance support of large and small, distributed information systems for Defense, and Civil Agencies. As a certified PMP, he has successfully led numerous IT projects with full responsibilities for project execution, staffing, reporting, quality assurance, subcontractor management, scheduling, budget and financial management, and communications with the customer and corporate leadership. For the past seven years Mr. Decker has been the Deputy Program Manager for the DOJ ITSS 4 JBDEHE program with several of those years also being the Technical Director cutting across all DOJ programs at SRA/CSRA. As Technical Director, Mr. Decker assisted a 200+ FTE organization assisting at risk programs, business development with new and existing customers, and identified cross cutting market trends across the Justice market space to assist in business development activities. Mr. Decker is a dynamic technical leader that has a proven record of accomplishment for kicking off and jump starting underperforming projects, managing large, diverse teams throughout the entire Software Development Lifecycle (SDLC), working with Artificial Intelligence (AI), Facial Recognition Technology, Identify and Access Management (Iaam), Cloud Technologies, Data Center Transformation, Mobile Technologies, Biometrics, Geospatial Information Systems (GIS), and Enterprise Applications. Mr. Decker also has experience developing proposals responses, developing and documenting performance documentation, and developing project artifacts such as: IT Strategic Plans, Program Management Plans, Enterprise Architecture documentation, Risk Management Plans, and Alternatives Analyses.
