Responsible for strategic planning, staffing, program and service design, financial planning and management, and operational direction to the University of California Police Department including 154.75 FTE and an operating budget of $20+ million. Functions as the UCSF Chief Security Officer and the UCSF Emergency Operations Director responsible for leading overall campus disaster emergency response, recovery and business continuity efforts. Additionally, liaisons with the University of California Council of Chiefs, Federal and State Department of Homeland Security officials, FBI and other Federal and State law enforcement and emergency management authorities.

Second in rank to the Chief of Police. Assumes full responsibility for command of the Advanced CALEA Certified Police Department. Provides command level management and leadership to the Field Services Division and the Investigation Services Division. Directs day-to-day operations of each of these components. Researches and develops department regulations, policies and procedures for the Chief of Police. Advises Chief of police on matters related to discipline, grievance resolution, liability and training.Manages the Special Events Coordinator and Field Operations with outside agencies including other University of California Police Departments, City and County of San Francisco law enforcement, emergency communications, FBI, and other agencies. System-Wide Response Team (SRT) Coordinator for mobile Field Force.

Contracted position. Provided oversight of police, security and safety services, and assisted with risk management functions for insurance and claims administration and employee health and safety programs. Identified and analyzed existing and potential threats and hazards to eliminate risks that could result in property loss, injury or legal liability. Developed policies, standards and procedures; managed special projects; provided counsel and training to the district on issues of safety and security and guided the agency in the establishment of controls to mitigate risks.

Sworn executive level position serving on the command staff of the Police Department. Coordinates the operations and activities of major plans and assess operational goals and objectives related to one or more department functions and/or programs. Supervises other managers, supervisors and line employees, making hiring/firing and promotional recommendations, evaluating performance, provide coaching, training, and discipline. Duties include a thorough working knowledge of current State, Federal and local laws, ordinances and regulations specific to assigned area. Directs duties and activities associated with law enforcement; plans, organizes, and coordinates a wide variety of general and special staff assignments including: Special Weapons and Tactics, Public Information Officers, Canine operations, Reserves, Hostage Negotiators, Hiring/Recruitment, and Internal Affairs investigations; advises the Police Chief in areas of responsibility; supervises Police Lieutenants, Sergeants, Agents, Officers and Reserve Officers, Animal Services Superintendant, and other non-sworn directly reporting positions; and promotes the interests of the Department in the local community.
