Lead Enterprise Architect/Data Model ManagerTexas Medicaid & Healthcare Partnership, Austin, Tx Nov 1997 - Aug 2017UsLead Enterprise Architect defining the technical architecture for a post-mainframe MITA compliant ecosystem. Key player in evolving the legacy system into a more robust Service Orient Architecture (SOA) and identifying and strategically aligning technical changes within the industry to current and future system enhancements. Successfully managed teams of 6-50 technical staff while additionally working on critical system enhancements. This system was used as a model for the current Gainwell Interchange System.Major Milestones:Mainframe to Client/Server Architecture Project (1997-2003)Lead architect for a 100M project, and a first of its kind, client/server architecture for a Medicaid system. Worked with the upper management of EDS (now Gainwell) and the State of Texas to define the technical requirements based on business needs. Leveraged knowledge and experience from other industry leading architectures to identify and implement the new key architecture. This project was considered a complete success by the client. The architecture is still the backbone of the current system and was used as the model for the Gainwell Interchange system.Insurance Company to Fiscal Agent Project (2004-2005)Key architect in redesigning the entire financial system from an insurance company business model to a fiscal agent business model. To achieve this goal a more robust real-time payment system was designed. This project streamlined the entire financial process and was considered a complete success by the client. This architecture has been used by other companies in the industry to design their financial systems. -
Lead Enterprise ArchitectTexas Medicaid & Healthcare Partnership, Austin, Tx Nov 1997 - Aug 2017UsMajor Milestones Cont:NPI Project (2006-2008)Lead architect responsible for designing the project roadmap for all changes needed within the system.Lead and mentored a technical staff (30-50) on a multimillion dollar project which drastically changed the way Texas Medicaid identified a health care provider. The Feds mandated that all health care providers be identified by a National Provider Number instead a state provider number. The provider number is used as a key in about 85% of the system, so this change affected all aspects of the business. Identified risks in the alignment of scarce senior technical staff to the multitude of changes in the system and realigned staff to mitigate this risk. Identified communication flaws between technical staff and other parts of the organization and created communication and authority guidelines. Helped identify, align and mitigate issues with other ongoing and future projects. Coded some of the more complex solutions. Not only was this project considered a complete success by the client, it came in under budget.Medical Transportation Project (2009-2010)Lead the technical staff (10-15) on a successful project which brought an entire new business segment into the existing system thus saving the State millions of dollars in dual system costs. Identified and aligned new system functions with existing system functions to allow for a seamless transition. Architected the technical roadmap changes necessary to complete the project. Advised senior management on estimating project timelines and technical staffing requirements. -
