Work closely with seven elected Board of Directors to carry out District policy and directives while managing 260 staff in five offices to perform the District's mission of managing water, lands and infrastructure for irrigation deliveries to 60,000 acres, drainage, flood protection and environmental purposes.

Managed Reclamation Area Office with 300 employees in six offices from southern CO to west TX providing water and land resource management at 10 Reclamation projects.

Worked with eight member management council of four federal, state of CA, two tribal and one local government agencies with the mission of restoring 40 miles of river below Trinity Dam for salmon recovery.

Manage tribal utilities development and operations, implemented tribal housing construction and maintenance program and managed tribal water resources leasing and on-Rez development planning.

First Director of this Division after acquisition of water system from PNM. Managed transition from private management contract to full city-run utility. Developed and implemented a $25M capital improvement plan while developing city ordinances of governance for the public utility that included a comprehensive water conservation program.
