Led all facets of the Joint Stand-Off Weapon (JSOW) program, over $500M development, and new business development. Efforts included:•System requirements, simulations and modeling, aerodynamics, guidance and control, GPS and inertial navigation, electrical, mechanical, software, reliability, logistics, quality assurance, manufacturing, and system safety.•Drafting, the factory, tooling and test equipment, test and evaluation, aircraft integration (F/A-18 C/D and E/F, F-15E, F-16, F-111, F-117, B-1B, B-2, B-52), mission planning (AFMSS, TAMPS, and then JMPS)•Contracts and legal, marketing, data and configuration management, security, C/SCS accounting, program office, program organization, proposals and department strategy•Managed the multi-missile factory transition of all interdiction weapons department (IWD at that time) to Tucson (completed in July, 1999 then left Raytheon).Performance results:•Completed EMD program at >$10M below budget and delivered to fleet one year ahead of schedule•Transitioned to production and completed LRIP on time and doubled projected profit margin•Received Milestone C decision to enter Full Rate Production (just prior to leaving Raytheon)

Led a $36M TechEval program to make JSOW “Joint” by integrating a USN lead program into the USAF infrastructure. Efforts included: •F-16C/D, F-15E, B-52, and B-2 integration•Anti-armor payload (BLU-108) dispenser development•AFMSS mission planning and USAF logistics / supportability planningPerformance results:•Completed ahead of schedule, 15% below budget, all contract deliveries on-time (more than 200, mostly CDRLs)•Generated sales and revenue in excess of $100M for the USAF JSOW E&MD program

Led the Tri-Service Standoff Attack Missile (TSSAM) Program Management Office (PMO), Navigation Set integration, and managed the JSOW pre-proposal flight test program. Efforts included:•TSSAM Navigation Set software development / hardware integration•TSSAM PMO team leader: contracts, data and configuration management, security, finance (C/SCS), scheduling•JSOW (1991), development and flight test management of the very 1st missile (critical to winning E&MD)Performance results:•Coordinated, delivered, and negotiated over 80 TSSAM proposals (large backlog when I got there)•Completed the TSSAM GPS/INS based navigation software development and hardware/software integration per plan (technology and software was then largely reused in JSOW)•1st JSOW missile / flight beat world class competition (McDonnell Douglas/Hughes and Boeing). All cost (IR&D) and schedule goals were achieved. We won the program.

Managed all execution aspects of a $14M Special Access demonstration program (multiple airborne target tracking system). Efforts included:•Development and integration of a passive direction finding wide beam interferometer and narrow beam phased array antennae, RF / IF / video / digital processing systems into the leading edge flaps of an F-16.•I had developed the original conceptual design for the digital processing architecture and hardware/software integration and instrumentation tools to support the system development.Performance results:•Program was technically successful and transitioned to programs under different names

Joined TI out of college as an Electrical Design engineer. I was given the opportunity to design, develop, and integrate several systems. In most cases I developed both the hardware and software for the following:•RF sensor, digital control section and printed wiring board test sets for amplitude/phase RF sensor systems with associated video/digital electronics and software•An air vehicle flight control digital processing system•A voice prompting system for Stinger weapons•An acoustic signal processing system•Video instrumentation for a multi-sensor assembly•A multiple radar target emulation system for TI’s High speed Anti-Radiation Missile (HARM)•Digital processing architecture, hardware/software integration and instrumentation tools for a passive wide beam interferometer and narrow beam phased array signal processing system
