Served as the chief executive officer of the library by performing the following duties personally or through subordinate supervisors. • Designs, recommends and directs a library program that meets the needs of the population served in accordance with the goals and objectives established by the Board of Trustees. • Drafts policies and advises the Board on operational, fiscal, staffing and facilities issues.• Implements policy decisions.• Assures that the physical facilities, grounds and equipment are properly maintained, updated and safe for use.• Negotiates contracts with vendors for necessary services.• Analyzes fund balances and revenue estimates provided by Fiscal Officer to draft budgets and controls expenditures. • Participates in a variety of activities to maintain knowledge and skills in trends and best practices.• Examines trade publications and materials, interviews publishers' representatives, and consults with others to develop collection.• Plans and conducts staff meetings and participates in community and professional meetings to discuss and act on library issues.• Develops a collection of materials to meet community needs.• Represents the library in the community and governmental, organizational and professional affairs and activities.• Knows the library statutory requirements and powers as authorized in the Ohio Revised Code, the opinions of the Ohio Attorney General and other federal, state and local laws and regulations.
