I work on the Infrastructure Data Center Strategy Team to support a portfolio of data center sites in North America.

I managed two teams of professionals in Southwest and Southern Virginia that support economic diversification in Virginia's Tobacco Region. My team administered a portfolio of grant and loan programs with an annual budget of $16 million that support a diverse array of projects, including industrial site development, rural broadband, agribusiness, tourism, workforce training and more.

My practice focused on economic development, real estate, procurement and other transactional matters, including serving as lead counsel for Henrico's most capital-intensive economic development project. I was also counsel for Henrico's PPEA (public-private parnership, or P3) projects and several redevelopment projects.

I provided legal and policy advice to the Sussex County Board of Supervisors and its administration. I assisted with economic development site acquisition and other real estate matters, led the recodification of the County Code, and handled Freedom of Information Act requests among many other matters.

I served as the Manager of Legislation & Policy for the Virginia Economic Development Partnership Authority (VEDP) -- the Commonwealth of Virginia's economic development entity. Under VEDP's General Counsel, I assisted with responses to FOIA requests, drafted legislation, negotiated economic development incentive performance agreements, administered incentive grant and tax exemption programs, composed statutorily required reports and guided research projects. I also served as VEDP's liaison to the Virginia General Assembly, Administration and several state agencies including the Virginia Department of Taxation.
