Management of three Basin Planning consultants whose task was to develop a planning level model and conduct alternatives analysis for the Wet Weather Long Term Control Plan. Coordinated initial gathering of asset information from 83 municipalities. Conducted informational meetings with customer municipalities. Managed the Authority’s Chapter 94 Planning Module Review Program. Prepared and managed contracts for flap gate replacements and improvements to combined sewer diversion chambers. Developed and managed a Contract for the cured in place pipe lining of approximately a mile of 30 inch interceptor in Saw Mill Run.

Cooperatively develop a capital improvement program and 5-year plan with PWSA water and sewer operations. Implement contracts consistent with the capital improvement program. Oversee and manage capital budget, work with Executive Director to brief PWSA Board Members and respond to inquiries.Projects included: Dual Media Filter System Improvements, Annual Valve and Hydrant Contract, Replacement of a 48 inch valve on the Lanpher Reservoir Rising Main, Reservoir Floating Cover Repair and Maintenance Contract, CSO Long Term Control Plan, Consent Order and Agreement Manhole and Inlet Inspection Contract, Sewage Pump Station Improvements, SCADA system Improvements. Pump Replacements at Howard Pumping Station, Water Tank Painting and Improvements, Sliplining 1800 feet of a 36 inch transmission main of Fort Duquesne Boulevard. Annual Water Line, Manhole Catchbasin and Sewer IDIQ contracts.

Oversaw Water and Sewer Authority operations for the City of Pittsburgh for a seven month period. Management of a system of 83,000 customer accounts with revenues exceeding $120 million. Appeared on the Public Broadcasting System (PBS) Documentary “Liquid Assets: The Story of our Water Infrastructure” regarding asset management in the City of Pittsburgh. Coordinated and participated with the Authority Board and Mayors Office on water and sewer problems facing the City. Oversaw day to day operations and customer service as well as ongoing Capital Projects. Oversaw budgeting for ongoing operations and bond issuance for capital projects. Negotiated bulk water and sewer rates with customer municipalities. Prepared for and managed meetings of the Board of the Pittsburgh Water and Sewer Authority.Background: Authority’s Water and Sewer System consisted of a 70 mgd water treatment plant, 5 primary drinking reservoirs, 10 pump stations and 11 water storage tanks, 1200 miles of mains, 194 permitted Combined Sewer Overflows and 1400 miles of gravity sewers.

Oversee day to day operations of the PWSA engineering department. Managed various capital projects for the Authority. Participated with local development agencies such as the Urban Redevelopment Authority and Sports and Exhibition Authority on joint capital construction.

Prepared NPDES Permit for the City of Pittsburgh Water Treatment Plant. Participated in Consent Order and Agreement Negotiations on behalf of the City of Pittsburgh and PWSA concerning Combined and Sanitary Sewage Overflows. Managed capital projects for the PWSA including the Nine Mile Run Trunk Sewer rehabilitation (Open trenching and CIPP) and Streets Run Trunk Sewer Rehabilitation (CIPP). Provided Engineering and Modeling Support to the Army Corp of Engineers to evaluate storage-relaase schedules for Youghiogheny River Lake. Used the USACOE models CE-QUAL-W2 and CE-QUAL-RIV1 to evaluate lake dissolved oxygen profiles and downstream water temperatures as a function of release rate and time of year.
