Native of Galveston Texas, grew up in the hotel business with an emphasis on construction and public relations. Acquired experience with the State Board of Insurance , FEMA, as a Mitigation Specialist and as a property, casualty and liability Insurance Adjuster. Formerly the Building Official/Floodplain Administrator Village of Tiki island. Also worked contract for Galveston County as Floodplain Manager.Retired as the Floodplain Manager for the City of houston in December, 2006 and currently owner of Loomis Floodplain Consulting. While at the City of Houston, I was instrumental in the City's acceptance into the Community Rating System Program (CRS), saving flood insurance policyholders more than six million dollars annually.Also, helped the Texas Medical Center floodproof their flooded buildings and basements after Tropical Storm Allison in 2001. I was one of the first Certified Floodplain Managers (CFM) in the State of Texas (Certificate # 003 and was one of the first Nationally Certified Floodplain Managers in the United States.
