I had the good fortune of working on both sides of the proposal process. From 2007 to 2014, I worked in Estimating, where proposals were provided to U.S. Government customers: Air Force, Army, & NASA. Most of my work was with proposals for the National Reconnaissance Office, which is the U.S. Government agency in charge of designing, building, launching, and maintaining America’s intelligence satellites - very cool to be part of the efforts to protect our country and its citizens, while helping our warfighters gain advantages in the battlefield. From 2014 to 2016, I worked in the Cost Analysis area, where I evaluated our supplier's proposals and assisted Procurement in negotiating a fair & reasonable price.Subcontract Cost Analyst Performed detailed cost analyses of subcontractor proposals in excess of $750K and recommended an evaluated position to Procurement in support of negotiations. Savings on $11.4M proposed is $1.7M (15%). Assisted Procurement in developing negotiation strategy related to payment terms, cash strategies, and fee structure. Provided support to Procurement in maintaining Purchasing System compliance.Estimator Estimated and priced government proposals for Air Force, NASA, Army, and National Reconnaissance Office programs, resulting in contract awards in excess of $5B. Led proposal preparation with building schedules in support of customer due dates, establishing cost estimating ground rules, and compiling labor, material and subcontract cost estimates in accordance with request for proposal specifications. Compiled financial data and developed cost models to support proposal efforts. Prepared and presented proposal information in support of internal pricing reviews. Participated in customer fact finding sessions and proposal audits, and supported customer negotiations with updated cost data as required. Provided business and financial guidance to program or functions as the result of negotiations and budget baseline.

Being on the Production floor and contributing to the build of a space launch vehicle, i.e. a rocket, was a thrill! I ensured the timely ordering and delivery of parts to support the Master Production Schedule, and when the ordering and/or delivery did not go as planned, I provided scheduling alternatives and workarounds, including rework schedules. Each build had its own set of challenges, and they were all worth overcoming when seeing the rocket deliver and launch on time! Responsible for timely ordering and delivery of parts to support Master Production schedule of Atlas launch vehicles. Developed and implemented Production metrics during the nonrecurring start-up phase of the Atlas V program to ensure 98% Bill of Material (BOM) accuracy. Reduced MRP (Manufacturing Resource Planning) exception messages by over 65% and issued over 90% of installations to the shop floor, prior to scheduled start dates with no parts shortages. Scheduled, released, and tracked manufacturing orders involving more than 1,200 part numbers, including composites, subassemblies, machined, mechanical and electrical parts, using an MRP II system to meet production requirements in accordance with BOM configuration. Evaluated material impact of Engineering Change Orders (ECOs) / Engineering Change Notices (ECNs) and made changes in Material Management system to support the design; implement procurement changes as required. Minimized financial and/or operations impact of carrying excess, obsolete, and/or expired materials by conducting routine audits and dispatching materials as needed.
