Deputy Assistant Program Manager for Systems Engineering, Global Hawk Maritime DemonstrationResponsible for:• Systems Engineering for the Global Hawk Maritime Demonstration and Broad Area Maritime Surveillance UAS programs.Accomplishments:• Advised on engineering and operational issues for GHMD acquisition, including participating in technical reviews, and technical oversight of contract requirements, leveraging previous experience with the RQ-4A system to support successful GHMD development.• Participated in the preparation of the draft performance specification for the Broad Area Maritime Surveillance (BAMS) unmanned aerial vehicle (UAV). This included participating in the development of concepts of operations for BAMS, as well as providing technical advice on the state of the art in unmanned aircraft technology.

Deputy Program Manager for Systems Engineering, USNTPS Misc. AircraftResponsible for:• Systems engineering support for U.S. Naval Test Pilot School U-1, U-6, TH-6, and X-26 aircraft.Accomplishments:• Only Class Desk Engineer in NAVAIRSYSCOM responsible for systems engineering of multiple platforms.• Prepared Technical Directives, including integration of GPS into TH-6, and integration of MA-16 inertia reels into U-6.• Performed engineering investigations on incidents involving TPS platforms.• Substantial experience with integrating commercial derivative aircraft into the NAVAIR acquisition and engineering support system.• Prepared technical support contract for NU-1B and U-6.• Performed advanced planning on a major refurbishment program for the U-6A fleet.• Prepared Memorandum of Agreement between USNTPS and PMA-207 to transfer engineering support responsibility to PMA-207.

Deputy Systems Test IPT lead for the RQ-4A Global Hawk UAV.Responsible for:• Safety and engineering technical oversight over the RQ-4A ACTD test and evaluation program for ASC-RAV.• Planning, executing, and reporting on developmental and operational flight tests.• Served as senior SPO representative at the test site, Edwards AFB, about 80% of the time.Accomplishments:• Led on-site Government Test and Evaluation team for operational test exercises of the RQ-4A Global Hawk unmanned air vehicle.• Executed a test program of approximately 600 flight hours, including a deployment to a remote operating location and transatlantic operations, with a team of 4 Government personnel.• Developed new test and evaluation methods suited to the unique characteristics of the RQ-4A unmanned aerial vehicle. • Performed test and evaluation engineering in a practical acquisition reform environment.
