The ATARC Cybersecurity Leadership provides direction, guidance, and support to the various groups of project team Leaders and members in the Cybersecurity Mission Area. The Leadership team exists for the purpose of helping the project teams - Zero Trust, Global Quantum, Identity Management, State and Local Cyber Grants, Supply Chain Risk Management, Higher Education and Workforce Development, Continuous Authority to Operate, and Insider Risk - achieve their goals and coordinate between cross-cutting topics.Cybersecurity Leadership is collaborating with the 18+ chapters of the Security Leaders Roundtables and their CIO, CISO and CSA members to expand membership nationwide, while initiating ATARC/DoD partnerships and continuously conceiving and developing new initiatives. By special request of IOD Director, detailed from CIO office to oversee development of CC COP an unfunded requirement for a common operating picture for FSLTT (Federal, State, Local, Tribal, Territorial) incident response to fulfill the Division’s Mission Essential Function and meet Presidential and DHS mandates. The COP is envisioned as a real-time platform-centric capability affording situational awareness and timely sharing of information between senior decision makers for situational assessment and response, but the program was stalled for lack of leadership. Recognizing the need for a proven program manager, the Division Director arranged for assistance to implement the COP and stand up a permanent team to operate and maintain it. Capitalized on existing DHS human and information assets to i) implement a pilot architecture, ii) initiate an outreach program with stakeholders, iii) establish a budget to acquire program staff and information resources and iv) initiate a Proof of Concept action plan. Leveraged membership on DHS COP Executive Steering Committee to reprioritize $1.5 million of DHS development funds, obtaining a credible deployment candidate at no cost to CISA. Achieved stakeholder alignment through coordinating organizations, including the Governors Homeland Security Advisers Council, National Association of State CIOs, National Guard Bureau and National Fusion Center Association, and arranged for field test of candidate solutions through CICA's regional structure.Obtained CS&C RAP budget priority and directed draft of Mission Needs Statement, Concept ofOperations and Integrated Program Team Charter. CC COP [or CISA COP] promises to be an early win for the new organization. The COP is currently on hold as new CISA and IOD organizational structures refine requirements.

Assigned newly-defined position of Staff Director for Interoperability and Interagency Integration following progressive assignments as Transformation Director and Chief Architect. Portfolio encompassed a wide range of responsibilities, including strategy and outreach activities related to information sharing, Department of Homeland Security/Council of Governors initiatives, and interagency coordination for cybersecurity. Significant participant in Departmental and professional organization interoperability initiatives, including:- Coordinate with Office of Secretary of Defense, National Guard Bureau and US Northern Command to re-invigorate Joint CONUS Communication Systems Senior Advisory Board (JSAB), obtaining unity of effort in planning and executing domestic operations enabled through mature and integrated C4I doctrine, operations, training, technology, leadership and planning for integrated capabilities.- Conceived and promoted the National Exercise Simulation Network (SIMNet), leading a volunteer team of Emergency Management Institute, Army North, Joint Forces Command, state, local and private sector professionals in concept demonstration of a live, virtual, constructive capability for interagency exercise coordination. - Championed establishment of a Joint Project Office for Interoperability with oversight of independently conceived COP/Situational Awareness programs in Coast Guard, Office of CIO, Science and Technology, FEMA, NPPD and various other DHS components.- Organized Preparedness Directorate Requirements Board, consisting of respective heads of component agencies, validating and ranking unfunded requirements on behalf of the Directorate as a whole. - Served on GSA's Project Management Working Group, to establish professional standards for project management and called on as a subject matter expert assisting the Office of Personnel Management in defining the project management specialty for IT professionals.
