Specialized in c-UAS, space systems, ISR, autonomous systems, and force protection. Led multiple efforts aimed at stimulating the identification of innovative technologies, including crowd-sourcing and online wargaming.Provided support to the Navy Domestic Preparedness Support Initiative. The Program was established by the Department of Defense to identify DoD-developed technologies with potential first responder and/or homeland security application and transition them to the Department of Homeland Security and Department of Justice.Co-authored an Unmanned Undersea Vehicle (UUV) Propulsion Technology Sector Study on behalf of the Office of Naval Research’s Future Naval Capabilities (FNC) Program Office. The study evaluated UUV propulsion technologies, provided investment recommendation, and educated the FNC community.Performed analysis for the primary acquisition program within the chem-bio contamination avoidance community. Conducted technology assessments across all components contained within the sensor, decontamination, personal protective equipment, and support equipment modules. These assessments included market surveys to determine near- and far-term technologies that satisfy requirements, identification of measures to evaluate the various technologies, and an assessment of each technology’s maturity.

Provided program management support to the Director of Records, Publications, and Mail Management – Department of Homeland Security (DHS) Copier Program. He was responsible for overseeing the existing DHS-wide Copier contract. Developed/wrote the Statement of Work, Acquisition Plan, Independent Government Cost Estimate (IGCE), Market Research, and Network Security Management Directive for the Department’s new Multifunctional Devices contract. This required extensive communication and interaction with the many offices – Office of the Chief Procurement Officer (Strategic Sourcing), Office of Procurement Operations (OPO), Office of the Chief Information Officer (OCIO), and all the major Components.

Supported the DoD TechMatch program – a DoD web-portal aimed at assisting the Department with it’s Technology Transfer and Transition program. This included reviewing and categorizing numerous DoD R&D solicitations, DoD laboratory technologies, Small Business Innovation Research (SBIR) and Small Business Technology Transfer Program (STTR) solicitations, and industry technologies; assisting DoD laboratory managers develop technology marketing sheets; and working with the 1401 Program – Assistant Secretary of Defense (American Security Affairs and Homeland Defense) – to integrate their program into the TechMatch system.Created an automated, generalized Invention Evaluation Board questionnaire, algorithm, and suggestion output for the DoD Intellectual Property Management Information System (DoD IPMIS).
