Appointed by the La Quinta City Council, Commissioner Proctor served two consecutive terms as Chair of the La Quinta Planning Commission. The Commission's primary function is to carry out the powers and duties as prescribed in the Planning and Zoning Laws of the State of California and the City of La Quinta Zoning Ordinance. The Planning Commission serves as an advisory body to the City Council. The Planning Commission’s duties also include developing and maintaining the City’s General Plan, consideration of new development applications, design review of new developments, development of specific plans, and similar planning duties. The City of La Quinta, with a population of 40,000 citizens and a median age of 47, is frequently looked upon as a benchmark City of the Future, a well-planned and nationally recognized community focused on public safety, arts & culture, and environmentally conscious improvements.At the conclusion of his terms as Chair of the Planning Commission, Mr. Proctor was re-elected by the City Council to continue serving on the Planning Commission as a Commissioner. Effective December 31, 2022 Mr. Proctor resigned his Commission due to relocating out of the City of La Quinta.
