About Mike Ruane

Presently the Chief Executive Officer of the Information Age Science and History Museums in Wall, NJ. InfoAge is a 501c3 non profit educational institution whose primary mission is to "Preserve, educate and honor scientific innovation to inspire new generations of thinkers, dreamers and visionaries".Our three Sub-Missions are: DEVELOP an Interactive hands-on Learning Center focused on the evolution and preservation of communications, electronics and related technologies at this National Historic Landmark; INSPIRE people – especially children – to learn about and appreciate information technology to improve their lives and career opportunities; and HONOR the accomplishments and service of veterans, civilians and military contractors by recognizing their contributions to the defense of our nation and by preserving this unique historic site, New Jersey’s WWII Living Memorial. We are located on the campus of Camp Evans, a former US Army military installation and a Top Secret Research and Development Center of Information and Communications Technology. InfoAge is a group of museums that educate children and families in the technologies we use today, some of which was developed at Camp Evans. There’s something for everyone at InfoAge: almost three acres of 11 museums and historical exhibits including military vehicles, model trains, computers, black history, NJ 911 Remembrance, electronic warfare, maritime, military radar and communications, WWII battle dioramas, space exploration, and radio and television; eg. visit our InfoAge Space Exploration Center (ISEC) where you can visit the home of radio astronomy; bounce your voice off the moon; track a pulsar; see artifacts that went to the moon and back; move the 60’ TIROS dish; see an original Vanguard satellite; and travel through space and time with Projects Diana, TIROS and SCORE.

    Chief Operations Officer and a founding partner of the James Thomas Group (www.thejamesthomasgroup.com), I have over ten years experience conducting risk assessments; writing/revising emergency management and force protection plans including Continuity of Operations (COOP)/Continuity of Government (COG); training emergency responders, security, and operations personnel; and developed, wrote and conducted numerous emergency management, mass casualty, hostage, terrorism and other exercises for Federal and local Government agencies to include six exercises for the Monmouth County Office of Emergency Management (MCOEM) and the Monmouth County Health Department (MCHD). Established and supervised the Fort Monmouth Emergency Operations Center immediately following 9-11 and wrote the Fort’s Emergency Operations Plan 03-001.Planned, wrote and directed the biggest Emergency Management Table Top Exercise ever held in and for Monmouth County with a Hurricane/Pandemic Influenza based scenario; developed, wrote and supervised the most complex Full Scale Exercise ever conducted for Fort Monmouth. Established and managed the Fort Monmouth Community Force Protection Council (CFPC) composed of over 50 law enforcement, security and intelligence agencies – to include the FBI, FEMA, NJ State Police (NJSP) and the NJ Office of Homeland Security and Preparedness (NJOHSP) - immediately following 9-11 to share information and Law Enforcement Sensitive intelligence between the Fort and our local communities in order to further protect our citizens from terrorist, natural, and man-made disasters. Coordinated the establishment and training of both the Fort Monmouth and West Long Branch CERT (Community Emergency Response Team).

Facilitated the approval of the only Reuse Plan accepted by the U.S. Department of Housing and Urban Development in almost two years; successfully wrote the Wall Township, NJ grant application to the Department of Interior; brokered a winning agreement between Wall Township and Monmouth County; and was the “Mayor” of the Evans Area and the voice of the Army to the community.Coordinated the development and defense of a $420 million budget for the Chief of Staff’s thirteen staff activities to include salaries, benefits, travel, training, contracts, automation and equipment; handled complex personnel and administrative matters.

    Commander, 5th Lanes Brigade, 78th Division, 1991-1993: Chosen to lead, develop, plan, train for and execute the US Army Chief of Staff’s Reserve Training Concept as the Commander of a high visibility one-of-a-kind Army Brigade. The Brigade was composed of almost 1000 reserve and active component soldiers; the concepts developed during that two-year mission are still the backbone for training and evaluating Army Reserve and National Guard units. Combat Arms Division Chief, 78th Division Maneuver Training Command, 1988-1991: Continuously selected as the “go-to” person for the difficult, hard to do, or impossible missions that required meticulous planning and intricate execution. These missions included writing an Army Division level operations order in two weeks that tested and evaluated infantry and armor battalions and brigades; and writing and executing a weeklong exercise for 5000 soldiers of the 187th Infantry Brigade (Sep) at Canadian Forces Base - Gagetown that tested and evaluated the NATO War Plan for the US Army - Iceland. Service: Active duty – 5 years; Reserves – 25 years; 13 years company, battalion, brigade command including leading two light Infantry companies in Viet Nam.

Planned, wrote and exercised contingency plans to include Counter-terrorism, Disaster Control, Mobilization, etc. Developed and executed the annual $25 million base operations budget and $50 million base operations service support contract. This included all the direct government and support contract costs of running a small city to include public works, police, recreation, etc.
