Responsibilities included managing all small capital construction projects, Construction Project Managers and Contractor Administrators assigned to the projects. Managed the Refinery Warehousing activities. Reorganized and streamlined both Refinery Warehouses to improve efficiency and gain greater access to close to $1 million of surplus materials. Lead and managed the maintenance planning and scheduling activities for the Philadelphia Refinery Complex. This includes overseeing all planned work to insure safe, efficient and cost effective use of both company and contractor resources. Measured key performance indicators and managed for maximum effectiveness and productivity. Responsibilities also included; facilitating reliability enhanced repairs into the planning efforts, coordinating the preparation and tracking of the $80 millon maintenance budget and expenses, developing & implementing the necessary efforts to improve the refinery's maintenance activities and asset management. Improved and reorganized the department which included filling mutiple open positions and established daily and weekly scheduling coordination meetings. Oversaw EMPAC (CMMS) and Track (Contractor Management System) programs. Manage all major maintenance projects within the refinery complex. Responsibile for the hourly maintenance work force labor relations which included being a member of the Refinery Grievance & Negoations Committee.

Promoted and relocated back to the Philadelphia Refinery to lend my skills to improve the safety, productivity and morale of the struggling Electrical & Instrument Department. Made significant improvements to the department’s safety record. Zero recordable injuries from 2007 to 2010. The department had at least three OSHA reportable injuries per year prior to 2007 for many years. Made outstanding improvements to the vehicle fleet and shop including constructing a state of the art training and conference room. Other improvements included reorganizing the entire shop so tools, training equipment and spare parts were more easily assessable. Lead and managed the safe reliable operation of all power distribution, instrumentation and analyzer systems in the Philadelphia Refinery. Supervised the Electrical & Instrument hourly maintenance workforce. Responsibilities also included managing reliability & preventative maintenance programs, prioritization, planning and scheduling of maintenance work requests and compliance with regulatory agency requirements. Also managed the Electrical & Instrument Reliability Engineering and the Electrical and Instrument Planning and Scheduling. Developed and maintained the skills of a qualified work force through selection of personnel, training, qualification testing, and team building. Provided continuous leadership and motivation to the workforce. Measured key performance indicators and managed for maximum effectiveness and productivity. Coordinated and directed the work of contractors and outside shops to meet peak work demand periods. Also assumed the responsibilities of a Turnaround Project Manager for various scheduled shutdowns. Member of the Refinery Grievance & Negations Committee. Ensured that all work (routine and turnaround) was done in a safe and environmentally correct manner, consistent with equipment design and intended service and in compliance with applicable regulations, standards and industry practice.

Promoted and relocated to the newly purchased Eagle Point Refinery as the Planning & Scheduling Superintendent to implement and excute a refinery wide fully functioning Planning & Scheduling Department. Developed and excuted a successful hiring & training plan to support the maintenance planning & scheduleding activities. Lead and managed the maintenance planning and scheduling activities on a day to day basis. This included overseeing all planned work to insure safe, efficient and cost effective use of both company and contractor resources. Responsibilities also included; facilitating reliability enhanced repairs into the planning efforts, coordinating the preparation and tracking of the maintenance budget and expenses, developed & implemented the necessary efforts to improve the refinery's maintenance activities and asset management. Developed and measured key performance indicators and managed for maximum effectiveness and productivity. Oversaw EMPAC (CMMS) and Track (Contractor Management System) programs. Managed all major maintenance projects within the refinery including an energy savings initiative. Also assumed the responsibilities of a Turnaround Project Manager for various scheduled and unscheduled process unit shutdowns.

Responsible for planning and scheduling work for one or more Foreman and 10 - 15 Mechanics. The planning and scheduling involved visiting the piece of equipment and interacting with Operations, Maintenance Foreman, Reliability Department, Mechanics, Scheduler, HES Department and various contractors. Developed detailed plans, cost estimates and schedules for repairs, alterations and preventative maintenance for all types of refinery equipment. Determined optimum work scope to achieve reliability based maintenance. Scheduled material, equipment and specialty contractors along with manpower for work to be performed. Tracked monthly costs, reconciled and reported on area maintenance expenses.

Prepared detail daily and weekly work schedules for the Electrical & Instrument Shops. The schedules included planned work for approximately 50 Instrumentation Technicians and 40 Electricians. The preparation of the schedules involved visiting the piece of equipment to develop a detailed repair plan, interacting with Operations, HES Department, Reliability Department and various contractors. Responsibilities also involved coordinating turnaround, environmental and preventative maintenance work. Additional duties included opening and closing work orders, updating the equipment history, tracking motor repairs, maintaining the equipment database and ordering the required material for the various jobs.

Supervised Electricians and Instrument Technicians on various jobs, which included; routine, emergency, turnaround and preventative maintenance work. Supervisory duties involved coordinating instrument and electrical repairs with Operations, other maintenance crafts and contractors. I have successfully supervised salary and hourly personnel on various turnarounds at the Philadelphia and Marcus Hook Refineries.

Maintained and troubleshot refinery instrumentation, consisting of electronic and pneumatic devices. Very proficient with Honeywell Distributed Control Systems. Obtained required materials for the job by current procedural methods; warehouse ordering, writing procedural documents, etc.
