EXECUTIVE DIRECTOR (January 2015 to present)The Baltimore Metropolitan Council (BMC) is the regional council of governments for the Baltimore metropolitan area. BMC is a nonprofit organization that works with the region’s elected executives to identify mutual interests and develop collaborative strategies, plans and programs that will help improve the quality of life and economic vitality. BMC's charge includes transportation, housing, workforce development and procurement planning and policy. As executive director I work closely with our board of directors to identify and implement programs designed to improve quality of life for our region's residents. I continue to manage important relationships with regional stakeholders and elected officials. My administrative responsibilities include budget management, oversight of human resources, and supervision of our thirty-five person staff. GENERAL COUNSEL & GOVERNMENT RELATIONS (October 2008 - December 2014)My efforts in this position focused on managing and developing relationships with key policy makers in the region's government and non-profit sectors. I coordinated public events for the agency and worked closely with the staff of our member jurisdictions to develop and implement cooperative regional initiatives. Additionally, I implemented a formal contracting system at BMC, handled requests for public information, and negotiated contracts and MOU's for the agency. During this time I also served as the Director of the Opportunity Collaborative, a regional planning consortium funded through a $3.5M Sustainable Communities Regional Planning Grant. I supervised consultant contracts, managed grants to sub-recipients and oversaw the development of significant regional policy documents in the areas of workforce development and housing policy.

I served as defense counsel for a mid-sized insurance company. In this role I gained trial experience in the district and circuit courts of Maryland, as well as appellate experience at both the Maryland Court of Special Appeals and the Maryland Court of Appeals.

I supported the County Attorney's office on issues including civil defense, zoning and family law. My work included a wide range of research and writing projects, as well as preparation for trials and hearings.

I worked with residents and graduates of a twenty bed transitional home for homeless men in southeast Baltimore City. In this role, I worked with clients on life skill development, mental and physical health issues, employment challenges and recovery from drug and/or alcohol addiction.
