My primary job function was to oversee Medicare data flow and perform analysis on it. Since this data involved Medicare patient data, protecting it under HIPAA (Health Insurance Portability and Accountability Act) was of primary concern. This also meant addressing the rights of people to access government data under The Freedom of Information Act (FOI). As part of the job function, it was imperative to act as a Business Analyst and find more efficient ways for employees to use and access this data. As part of the Audit staff I would often review Medicare payment data looking for abnormalities.• Saved the company over a million dollars of mailing costs by converting a mainframe report from paper to text, then systematically segmenting the report for the 13,000 + recipients, and then auto emailing the appropriate portions. • Designed and wrote a Visual Basic (VB) program that read a mainframe report with tens of thousands of entries to produce a report showing only errors, saving thousands of man hours.• Acted as a Business Analyst and subject matter expert (SME) for the Medicare program by locating programming errors in Medicare payments and payment reporting systems. Creating contractor instructions and data file specifications.• Saved thousands of man hours using VB to automatically transfer data from one program to another.• Compiled monthly reports that sent to the CMS (Center for Medicare and Medicaid Services) central office reporting audit and reimbursement activity. • Created and reviewed standard operating procedures and internal controls to ensure compliance with all Federal Regulations and efficient business practices. • I was involved in many projects both in-house and on a national level. These included both Agile and Waterfall type of project management. • Created the annual budget for the department and the dashboard for measuring the progress.

Worked with FEMA, The State of Ohio Emergency Response staff, The Ohio Highway Patrol, the Clermont County Sheriff, all local police and fire departments, the volunteer radio operators, the American Red Cross, and other professional and volunteer response agencies, and developed a coordinated county wide emergency response plan. The plan included natural and man-made events. Tracked hazardous material stored in or regularly transported through the county along with resources on dealing with any release of those materials. Obtained and tracked training on hazardous material for any responders. • Moved the records from a paper-based filing system to a database allowing multiple accesses from various locations. • Achieved signoff, endorsement, and publication of the emergency plan by all relevant parties. • Developed and implemented an emergency response notification system by working with Motorola electronics necessitating both hardware and software changes.• Worked with NASA and NOAH on developing a computer based disaster response program and integrating it into the computer based 911 system under development.• Assisted in development of Clermont County’s 911 Response System including the hardware and software development and the upgrading of the radio system to a 900 MHz digital system.• March 6, 1997 tested the Emergency Response Plan as the Ohio River overflowed in its 9th worst flood on record and proved that the plan functioned as written.
