Responsible for measuring and reporting ER performance, identifying the necessary resources to meet ER commitments, and making recommendations to the ER Manager.Develop and coordinate the ER quality programs, lessons learned, corrective actions, continuous improvement, project performance surety and measurement, communication of program performance, initiatives and successes; and the ER budget.Develops strategies and plans for establishing, reporting and facilitating interim milestones for achievement of contract, regulatory and internal deliverables; communicate performance status outward; and facilitate performance internally to assure actions are completed according to the agreed upon plans and facilitates response to requests for information from EM-LA and N3B Program Manager regarding ER Programs.

• Acting Manager of the Technical Planning and Assessment branch. Key responsibilities of the branch include:o Supporting the development of a near surface disposal facility by: Researching and identifying the site for construction, Development of the conceptual waste acceptance criteria, Identification of appropriate waste streams for disposal, Identification of chemicals of concern• Led and coordinated the development of the strategic requirements, path forward, and feasibility study for the treatment of radioactive waste. This included benchmarking two facilities in Europe; developing, awarding, and overseeing a contractor to perform research on treatment technologies; and coordinating and keeping stakeholders informed and involved in the process.• Conducted a comprehensive review and evaluation of options and costs for the disposal of very low level radioactive waste, resulting the suspension of an unnecessary project for the construction of a separate disposal facility.• Conducted a cost estimate and comparison for the treatment of waste off-site to storing and treating on-site when on-site treatment is available.• Conducted a self-assessment of the pre-project initiation process used to determine if major projects are required. Identified improvements to align the process with company-wide processes.

Developed the plan, cost estimate, and resource loaded schedule for placing an isotope production facility in a safe shutdown state in preparation for decommissioning at the AECL Chalk River Laboratories, Ontario.

Provided environmental and project management support for the Base Realignment and Closure (BRAC) Division of the U.S. Department of the Army and the Army Environmental Command. Served as the Environmental Coordinator (BEC) for Sierra Army Depot, Oakland Army Base, Lompoc Army Disciplinary Barracks, and formerly for Sacramento Army Depot. Established schedules, developed cost estimates, and assisted the negotiations for one of the first ESCAs and the first Conservation Conveyance.• Performed cost estimating totaling almost $400M, for various types of environmental remediation work. • Drafted various types of transfer documents, responded to regulator/public comments, and coordinated approvals resulting in the transfer of over 66K acres of BRAC property.Provided technical and managerial support to CH2MHill Plateau Remediation Company, L.L.C. (CHPRC) at the U.S. Department of Energy (DOE) Hanford site to improve, throughout the CHPRC, technical, administrative, and programmatic infrastructure processes and documentation to improve its clarity and focus on achieving contractual and mission objectives to support the long-range mission. Provided technical and managerial support to the CHPRC integrated safety management system (ISMS) at the DOE Hanford site, resulting in DOE acceptance of the program.Provided technical and managerial support to the Kaiser-Hill Company, L.L.C. work control and integrated safety management programs. Reviewed, assessed, and analyzed infrastructure performance.

Led environmental assessments and executed an aggressive assessment schedule to evaluate performance.• Developed and implemented a tracking/trending system for assessment findings which improved contractor performance.• Spearheaded team assessments of high-risk activities that resulted in improved safety. Performed technical assessments of the contractor’s environmental documents.• Re-engineered the infrastructure and processes for the decontamination, dismantlement, and demolition of Building 771 as the DOE representative.Served as Program Manager for Residue Safety Issues, Mitigation, and Characterization programs and the Wet / Miscellaneous Residue processing program.Led the Transuranic (TRU) waste program in order to assess performance, including characterization, packaging, and certification for disposal.Served as the Facility Representative and DOE manager’s on-site technical representative for 4 plutonium facilities.• Provided day-to-day analysis, evaluation, and monitoring of all aspects of contractor operations. Identified deficiencies and proposed solutions to accomplish program objectives.• Developed the 771 Facility Representative qualification program and exam bank.

Responsible for the operation and maintenance of nuclear propulsion plants and associated reactor control equipment meeting all operational requirements. Served as an instructor at Naval Nuclear Power Prototype, training officer and enlisted personnel in nuclear operations and maintenance.
