Toastmasters International -Mike Helm has played a strong leadership role in WA Toastmasters, joining in 2002; becoming District 73 Governor in 2007-08, responsible for 160 clubs in Western Australia, South Australia, Victoria and Tasmania; lifting District 73 from 46th world ranking to number 13 out of 85 world districts. He led the move to separate district status for WA achieved in 2011, and was a member of the Toastmasters Board of Directors 2012-2014.Over 20 years senior experience with the Western Australian public service, major achievements including- Establishing and implementing a new approach to negotiating productivity agreements with unions representing the 100,000 strong public sector workforce- Introducing the first voluntary severance scheme to the Western Australian public sector- Enrolling 30,000 State public servants in a non contributory superannuation scheme allowing them to access their entitlements- Executive Officer to government inquiries into post secondary education, university entrance procedures for secondary school students (2 inquiries), agricultural education- Supervising legislation to establish WA’s first teacher registration agency- Establishing and directing major conferences on business opportunities with Asia and the future of the city of Perth- Assisting the business community to establish Project Employ Youth which achieved 1,000 job placements for young people over three years - Inaugural director of the new Teacher Registration Board 2013.Established and managed a successful conference creation and management business creating and managing 50 conferences from 1993 to 2002 As a private consultant produced the first Business Asia conference for the South Australian Government (2003) and wrote a national report on performance management of teachers (2008).Academic -- University tutor in Economics and Education- Developed and lectured in a new course in the politics of education, Edith Cowan University 2002
